Book Description
Excerpt from The Problem of Juvenile Crime IT would be difficult, I think, to fix upon a more suitable place in which to discuss the problem Of juvenile crime, its causes, and its remedies, than is the building in which we find ourselves this evening a building dedicated as a memorial Of one who for SO many years was so deeply interested in all such questions. It is therefore with especial pleasure that I am able to respond to your invitation to address you here. NO heading Of newspaper paragraphs is more familiar now than that Of Increase in Juvenile Crime It is one Of the few subjects, apart from the War itself, forced most prominently upon the attention Of the public, and interest in it has probably never been more widespread. Not a few people appear to think that the decrease in adult crime as a result Of the W'ar is due°to some mysterious psychological process. There is nothing mysterious about it. What has really happened is that very large numbers Of potential criminals, and of those whose irregular ways Of living had from time to time brought them within prison walls, have found in naval or military service a healthy outlet for energies frequently misdirected before the War. The much-advertised increase in juvenile crime is equally free from mystery, though it requires far more explanation. Book Description
Excerpt from Juvenile Offenders I have had occasion to point out publicly from time to time that one of the formidable problems confronting civilised communities at the close of the present century is the problem of habitual crime. It is perfectly well known to every serious student of criminal questions, both at home and abroad, that the proportion of habitual criminals in the criminal population is steadily on the increase and was never so high as it is now. In almost every official document dealing with penal administration this unsatisfactory state of things is both admitted and deplored. In France, Germany, and Italy the proportion of old offenders who come before the criminal courts is constantly growing, while in Eng land matters are just as bad. This is made perfectly clear by the report of the Committee on the Iden tification of Habitual Criminals. From a table compiled for the use of that committee it appeared that in Lancashire, the West Riding of Yorkshire, and Staffordshire about 70 per cent. Of the prisoners tried were known to have been previously convicted in Liverpool, Birmingham, and Bradford, 79 per cent. Book Description
Excerpt from Juvenile Crime in Wisconsin The Drug Abatement Program is also proof that dedicated law enforcement officers working creatively within the community can make our streets and our neighborhoods safer. Quite simply, there is reason to be hopeful. And that is why I've been working hard to enact a crime bill that substantially expands law enforcement's role and gives communities seed money for anticrime efforts. So here we are today for a number of reasons: to take a close look at promising programs, like Drug Abatement and the Gommu mity Service Corps, and make sure they are funded under the Crime Bill. To listen to the people who are on the front lines fighting and preventing juvenile crime. And to make sure that Washington knows what works in Wisconsin. If we commit ourselves to tackling the juvenile crime problem on all fronts, from all perspectives, then we are likely to succeed. Success may not come overnight, but it will come as long as peo ple like all of us here today talk to one another, tell each other what Works and, more importantly, dedicate ourselves to working together. And we should start working together by bringing up now our panel of witnesses. We are pleased to have with us today a group of individuals who dedicated themselves to tackling the crime prob lem and the problems of children. Their collective experience is very impressive, to say the least. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Juvenile Crime: Causes, Character, and Cure In Paris, the number of illegitimate children born, annually exceeds those Of London by nearly but an exact computation cannot in either instance he arrived at, as very many of this Class are either not registered at all, or else the regis tration is falsified by the misrepresentation of their immoral parents, in order to escape exposure. One thing, however, is certain, that much of the juvenile crime in both capitals is traceable to this source. Book Description
Excerpt from A Half Century With Juvenile Delinquents: Or the New York House of Refuge J ne'r fifty years ago, in our city, the Society for the Prevention of Pauperism, which finally was trans formed into The Society for the Reformation of Juvenile Delinquents, made its first report. Within this period the whole history of organized effort for the reformation of young criminals, and the rescue of young children from a life of crime, is included. With nearly all the move ments in this direction, both in this country and Europe, the New York House of Refuge, in which the investiga tions of the Society have been practically embodied, has been directly or indirectly connected. The best known and most honored names of the city have been associated with its establishment and progress, and it has enjoyed in their interest and efficient labors a warm and high place. But two of its original Managers are now living. The opportunity to collect personal and authentic statements in reference to its early history, out side of its documents, is nearly exhausted. Book Description
Excerpt from The Wayward Child: A Study of the Causes of Crime The present volume assembles the results of all these investigations and experiences, and interprets and com ments on the facts presented. The book is a practical study of the facts and conditions in contemporary American life which lead the young into conflict with the institutions of society. The various suggestions for improvement which the author makes are all based on her concrete material and her actual experience in dealing with young offenders. Mrs. Schofi' should be considered as a practical rather than a theoretical stu dent of the psychology and sociology of juvenile crime, and the book will therefore appeal particularly to those who are charged with the immediate care and educa tion of the young. But it will also be of service to theoretical students, because it will furnish a body of interesting and accurate material illustrating the re sults on juvenile conduct of all the dominant forces in modern city, village and country life. Book Description
Excerpt from The Juvenile Delinquent and the Young Men's Christian Association Some of the ideas of the juvenile court were practiced before the actual formulation of a juvenile court law. The probation system was practiced in a limited form by some judges by the use of suspended sentences. In the state of Maine a separate children's court was established and the probation system was in use, but it was necessary to convict the child of a crime before he could be placed on probation. In some parts of Canada, sepa rate courts were held for children. In New York, some features of the juvenile court law were in use. In Chicago, probation officers were provided by a committee of women, and their ser vices were used by some of the judges without express warrant of law. The juvenile court law as we know it now, took form in Illinois in 1899. If Illinois had not acted, a juvenile court law would doubtless have come about sooner or later, for the reason that the need of special provision for these classes of children was widely felt.
