This historic book may have numerous typos and missing text. Purchasers can usually download a free scanned copy of the original book (without typos) from the publisher. Not indexed. Not illustrated. 1918 edition. Excerpt: ... Nevertheless it is theoretically possible that social equality should be the aim of a paternalistic autocracy; or that a popular government should seek to perfect a few at the expense of the many. The two conceptions rest upon different and largely independent premises. L THE MOTIVE OF NEGATIVE LIBERTY The most evident and characteristic feature of government is its claim of authority and its exercise of coercive power. Political democracy begins, then, with resistance and liberation. In our own American tradition the term "liberty" is associated with the war for independence, with the determination not to be governed by Great Britain. The fact that we won our political autonomy by the overthrow of existing authority persists in our national memory. Just as there are said still to be Democrats who are voting for Andrew Jackson, so in obscure corners of our land there are still rebellious colonists who are fighting the hated "red-coats" and their hired Hessians, or shaking their fists toward the Atlantic Ocean and defying anybody to come and conquer us. It is this memory which quickens our sympathy with oppressed nationalities and makes us their natural ally. But so far as our own liberty is concerned...
