With the expansion of the EU in 2004 and its inclusion now of 25 European countries, the movement of workers across the Continent will affect the employment opportunities of women. But as this up-to-date investigation across nine countries shows, there remain significant differences amongst specific European countries regarding women's education and employment opportunities. Taking 1945 as its historical starting point, this sociological study, based on some 900 questionnaire responses and more than 300 in-depth interviews, explores the complex inter-relationship between women's employment, the institutionalization of equal opportunities, and Women's Studies training. This volume is the first to explore what happens to women who have undertaken Women's Studies training in the labour market. Factors influencing their actual employment experiences include employment opportunities for women in each country, their expectations of the labour market and gender norms informing those expectations, how far equal opportunities are actually enforced and the strength of local women's movements. Doing Women's Studies provides unique information about, and insightful analyses of, the changing patterns of women's employment in Europe; equal opportunities in a cross-European perspective; educational migration; gender, race, ethnicity and nationality; and the uneven prevalence and impact of Women's Studies on the lifestyles and everyday practices of those women who have experienced it. One of the Nordic Council of Ministers' long-term goals is to support the Nordic countries to mainstream a gender equality perspective into the national budget and budgetary process. A further aim is to ensure that this perspective is given prominence in change work in the Nordic welfare states. One such area of work is referred to internationally as gender budgeting. This is the final report of a joint three-year project between Denmark, Finland, Iceland, Norway and Sweden. The finance ministries and ministries responsible for gender equality affairs have engaged in development work, exchanged ideas and experience concerning the work of mainstreaming a gender equality perspective into the national budget and budgetary process in each country. The first study to explore the origins of welfare in the context of local politics, this book examines the first public welfare policy created specifically for mother-only families. Chicago initiated the largest mothers' pension program in the United States in 1911. Evolving alongside movements for industrial justice and women's suffrage, the mothers' pension movement hoped to provide "justice for mothers" and protection from life's insecurities. However, local politics and public finance derailed the policy, and most women were required to earn. Widows were more likely to receive pensions than deserted women and unwed mothers. And African-American mothers were routinely excluded because they were proven breadwinners yet did not compete with white men for jobs. Ultimately, the once-uniform commitment to protect motherhood faltered on the criteria of individual support, and wage-earning became a major component of the policy. This revealing study shows how assumptions about women's roles have historically shaped public policy and sheds new light on the ongoing controversy of welfare reform.
