Violence affects the economy of production and the ecology of reproduction— the production of economic goods and services and the generational reproduction of workers, the regeneration of the capacity to work and maintenance of workers on a daily basis, and the renewal of culture and society through community relations and the education of children Gender and the Political Economy of Conflict in Africa explores the persistence of violence in conflict zones in Africa using a political economy framework. This framework employs an analysis of violence on both edges of the spectrum—a macro-economic analysis of violence against workers and a micro-political analysis of the violence in women’s reproductive lives. Sexual violence against men is an under-theorised and under-noticed topic, though it is becoming increasingly apparent that this form of violence is widespread. Yet despite emerging evidence documenting its incidence, especially in conflict and post-conflict zones, efforts to understand its causes and develop strategies to reduce it are hampered by a dearth of theoretical engagement. One of the reasons that might explain its empirical invisibility and theoretical vacuity is its complicated relationship with sexual violence against women. The latter is evident empirically, theoretically, and politically, but the relationship between these violences conjures a range of complex and controversial questions about the ways they might be different, and why and how these differences matter. It is the case that sexual violence (when noticed at all) has historically been understood to happen largely, if not only, to women, allegedly because of their gender and their ensuing place in gender orders. This begs important questions regarding the impact of increasing knowledge about sexual violence against men, including the impact on resources, on understandings about, and experiences of masculinity, and whether the idea and practice of gender hierarchy is outdated. This book engages this diverse set of questions and offers fresh analysis on the incidences of sexual violence against men using both new and existing data. Additionally, the authors pay close attention to some of the controversial debates in the context of sexual violence against men, revisiting and asking new questions about the vexed issue of masculinities and related theories of gender hierarchy. The COVID-19 pandemic and lockdowns have led to a rise in gender-based violence. In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.

Compiled by the International Research Group ‘Sexual Violence in Armed Conflict’ (SVAC), this volume takes an interdisciplinary approach to understanding wartime sexual violence. Its enquiry employs four key relationships: War/Power, Violence/Sexuality, Gender/Engendering and Visibility/Invisibility. Through these, the authors identify gaps in existing knowledge to develop a deeper and more nuanced understanding of the field. This volume is the result of long-standing cooperation. The International Research Group ‘Sexual Violence in Armed Conflict’ (SVAC) is a network of interdisciplinary scholars and NGO experts founded in October 2010. Sociologists, philosophers, historians, literary and legal scholars as well as NGO professionals from Europe, the US, Asia and Africa bring together empirical and theoretical studies focusing on sexual violence in different theatres of armed conflict. The group compares source material and promotes the systematic development of research questions and methods.
