While there were exciting events for them to celebrate, there were disturbing ones for them to worry about as well.China's economic reform and phenomenal economic development had sailed on uncharted waters for 30 years. The Chinese Communist Party (CCP) leaders could not have wished for a better occasion than the 2008 Summer Olympics in Beijing to celebrate their accomplishments. The Beijing Olympics ceremonies were probably the most expensive in history; but China had plenty to spend. After all, its economic development had turned it into the world's third largest economy and trading nation, the largest holder of foreign exchange reserves and U.S. treasury bonds, and so on.In 2009, the PRC turned 60. The CCP leaders staged a lavish celebration and held a spectacular national day armed forces parade that made similar ones in Moscow and Pyongyang look pale by comparison. "Commander-in-Chief" Hu Jintao followed the footsteps of his predecessors (the "core leaders" of the CCP's first, second, and third generations: Mao Zedong, Deng Xiaoping, and Jiang Zemin, respectively) to review PLA troops in Tiananmen Square. The PLA took the occasion to show off its defense modernization advances since its last parade in 1999.Also in 2009, the PLA Navy (PLAN) and PLA Air Force (PLAAF) celebrated their 60th anniversaries. The PLAAF demonstrated its new air power during the October 1 national day parade. The PLAN held its birthday party earlier in April in Qingdao, the Headquarters of its Beihai Fleet (Northern Sea Fleet). More than 70 leading experts on the People's Liberation Army (PLA) gathered at Carlisle Barracks, PA, on September 25-27, 2009, for a discussion on "The PLA at Home and Abroad: Assessing the Operational Capabilities of China's Military." Participants sought to understand the PLA's evolving view of its roles and responsibilities amid a changing global security landscape. They first considered the PLA's relationship with the Chinese Communist Party; trends in the PLA's ongoing reforms to informationalize, mechanize, and otherwise adapt to China's evolving defense needs; and the PLA's role in tackling internal security challenges. From there, participants discussed PLA operations abroad, assessing trends in the pace, scope, goals, and success of logistics reform and the impact of these reforms on PLA capabilities. To analyze PLA capabilities, conference participants were tasked to address how the PLA is determining what types of missions it will undertake, and in doing so, analyze the process by which these missions are created and assigned. Signs are emerging that the PLA is becoming more confident about its position vis-a-vis Taiwan. At the same time, China believes that a changing international environment requires the Chinese armed forces to have more diversified capabilities. It is therefore placing relatively more emphasis on developing operational capabilities for missions other than against Taiwan (e.g., humanitarian assistance, peacekeeping operations, disaster relief, antipiracy, etc.). The implementation of Hu Jintao's "New Historic Missions" also affords the PLA the opportunity to make gains in some of its traditionally weaker areas, including logistics improvement, defense industry reform, and the implementation of joint operations. Through its 2009 Gulf of Aden antipiracy mission, the PLA Navy has shown that it is capable of undertaking certain types of operations abroad.

On November 23, 2013, China's Ministry of National Defense spokesman announced that a new air defense intercept zone (ADIZ) will be established by the government to include the Diaoyu, or Senkaku Islands. Sovereignty over these islands is disputed by Japan, China, and Taiwan. The new ADIZ also included a submerged rock that falls inside overlapping Exclusive Economic Zones (EEZ) claimed by China, Japan, and South Korea. Pundits and policy analysts quickly engaged in a broad debate about whether China's expanded ADIZ is designed to create tension in Asia, or is part of a broader plan to impose a new definition of China's territorial space in the Asia-Pacific region. Meanwhile, to deal with cyber penetrations attributed to the Chinese People's Liberation Army (PLA), the U.S. Departments of Justice, Homeland Security, and State are devising new means to protect intellectual property and secrets from the PLA's computer network operations.Dr. Larry M. Wortzel's monograph puts these events into perspective. The ADIZ announcement by China, at one level, is an example of the PLA General Political Department engagement in what it calls "legal warfare," part of the PLA's "three warfares." In expanding its ADIZ, China is stretching International Civil Aviation Organization regulations to reinforce its territorial claims over the Senkaku Islands, administered by Japan. China calls these the Diaoyu Islands and, along with Taiwan, claims them for its own. On another level, the Chinese government will use the ADIZ as a way to increase the airspace it can monitor and control off its coast; it already is suing the navy and maritime law enforcement ships to enforce these claims at sea. Additionally, the PLA and the Chinese government have sent a major signal to Taiwan, demonstrating another aspect of the "three warfares." When the Chinese Ministry of National Defense put its expanded ADIZ into effect, the new zone carefully avoided any infringement into Taiwan's ADIZ, signaling that in addition to the improved economic ties with Taiwan, there is room for political improvement across the Taiwan Strait.The PLA spent more than a decade examining U.S. military publications on network-centric warfare and the evolution of American doctrine on information warfare. After observing American information operations in the Balkans and the first Gulf War, the PLA saw the effect of modern information operations on the battlefield and in the international arena. The PLA then began to implement its own form of information warfare. The Chinese military has adopted information warfare concepts suited to its own organization and doctrine, blending its own traditional tactics, concepts from the Soviet military, and U.S. doctrine to bring the PLA into the information age. At the same time, the PLA has modernized and improved upon its own psychological warfare operations and expanded the role for its legal scholars in justifying military action and territorial claims.In addition, this unique collection of American military documents provides a special view of recent Chinese military and policy developments. China's recent reforms have led to unprecedented economic growth; if this continues, China will be able to turn its great potential power into actual power. The result could be, in the very long term, the rise of China as a rival to the United States as the world's predominant power; in the nearer term, China could become a significant rival in the East Asian region. In this context, the issue for U.S. policy is how to handle a rising power, a problem that predominant powers have faced many times throughout history. It is the contention of this report that the future Sino-U.S. context will illustrate many of the problems of deterrence theory that have been discussed in recent decades; deterrence theory will be, in general, more difficult to apply than it was in the U.S.-Soviet Cold War context. The key may be to seek nonmilitary means of deterrence, i.e., diplomatic ways to manipulate the tension to China's disadvantage.
