A field sample of electrical, mechanical and aeronautical engineers randomly assigned to four different experimental conditions was used to test the theoretical model presented. Complexity in the context, defined by situational ambiguity, risk and uncertainty, was hypothesized to negatively influence follower positive psychological capital (PsyCap). Leader PsyCap was hypothesized to negatively moderate this relationship and weaken the negative relationship between situational complexity and follower PsyCap. Positive engagement was then hypothesized to partially mediate the relationship between follower PsyCap and performance outcomes. Results yield support for the main effects of situational complexity and leader PsyCap on follower PsyCap. However, no moderating effect was found. In addition, follower PsyCap was positively related to follower quality and quantity of performance. This relationship was generally partially mediated through two different operationalizations of follower engagement. Overall, results provide strong implications for the importance of leader PsyCap, situational complexity and the malleability of the PsyCap construct.

Turnover and retention have historically not been a problem for the federal government but the federal government has recently weathered challenging fiscal times, causing many agencies to reduce their workforces and encouraging many employees to retire. The millennial generation has different expectations than their predecessors of what it takes to be an effective leader and employer (Klass & Lindenberger, 2014). Surveys have indicated that federal employees are not satisfied with the leadership and the federal government is lacking in leadership talent (Federal Employee Viewpoint Survey Results 2014). Many studies have attributed positive leadership to those whose leadership styles are transformational, authentic and collaborative (Avolio & Luthans, 2006). Fred Luthans (2006), Ph.D, Professor of Management at the University of Nebraska-Lincoln, was an early pioneer in the field of positive psychology. His research led him to a breakthrough discovery that the four constructs of hope, self-efficacy, optimism and resilience, or Positive Psychological Capital (“PsyCap”), make workers more positive and ultimately more productive. Employees who work in a positive work environment are more likely to stay at the organization and be successful (Larson & Luthans, 2006). The research approach was an explanatory sequential mixed methods study (Creswell, 2014) employing the methods of a questionnaire administered to the Federal Court Leadership Program Class of 2016 followed by interviews. The PsyCap Questionnaire (PCQ) is a research instrument which tests for the four constructs of PsyCap of self-efficacy, optimism, hope and resilience. The results of the PCQ and the interviews support the conclusion that leadership behaviors do affect PsyCap in the workplace. PsyCap is something that can be learned and leaders who are trained to be aware of and can work on the behaviors that they display in the workplace can help to foster a positive working environment which can help to recruit and retain talented employees. Implications of these findings related to practice, leadership, learning, service and research were discussed.
