It is the largest regional security organization in the world with 56 participating member states and is integrating the geographical area of Eurasia and North America. The object of research is to find out how the organization is designed, how it functions in conflict management and what future perspectives of the OSCE look like. This research is basically divided into two parts (III The OSCE as an international organization and IV The OSCE in the 21st century). After defining the most important terms for this paper, the first part of the research will analyze the institutional design, the structure and the historic development of the OSCE with the aim to go into detail into conflict management mechanisms. Case studies of missions of the OSCE are involved in the research but they are mentioned to supplement the empiric analysis of conflict management of the OSCE. The second part of the analysis should give a future perspective for the OSCE. The OSCE in the 21st century would be completely different from the OSCE of the 1970s. Therefore in this part the focus is set on an analysis according to international relations theory and international law to show what the differences between the OSCE of the Cold War and the OSCE after 9/11 are. Strength and limitations of the OSCE are shown in order to describe reform recommendations and future perspectives of the organization from a political scientist and international lawyer point of view.

Immanuel Kant envisaged it already over two centuries ago in Idea for a Universal History from a Cosmopolitan Point of View (1784). “Through war, through the taxing and never-ending accumulation of armament... after devastations, revolutions, and even complete exhaustion,”Kant foresaw that“human nature would bring people to that wh ich reason could have told them in the beginning: that humankind must step from the lawless condition of savages into a league of nations to secure the peace.” The Concert of Europe, the League of Nations, and the UN were all built upon the principle of preserving peace. One can argue about their successes and failures, but the UN is now more than fifty years old and is still an important player in the global security architecture through for instance its peacekeeping operations. The UN Charter states in Article 1 that all members shall be committed “tomaintain international peace and security, and to that end, to take effective collective measures”to preserve or restore the peace and Article 24 provides the Security Council with the “primary responsibility for the maintenance of international peace and security.” The concept of “collective security” was a principle of the League of Nations and is included in the UN Charter as well. It basically means that an aggression against one member state will be regarded as an aggression against the collective and lead to joint action (economic sanctions, military action, etc.) against the aggressor. This concept has so far not been very successful: mainly, but not limited to, because countries are not willing to accept collective action above their national interests. Besides the UN, there are also regional organizations, which aim at preserving peace and security. One of them is the OSCE (Organization for Security and Cooperation in Europe), which will be examined in this paper. Is the OSCE successful in its attempt to preserve peace and security and encourage cooperation in Europe? What is its role in today’s European security architecture (NATO, EU, and UN)? And is it still important after the end of the Cold War? This report aims at answering these questions. The background information in the first part of the paper is mainly taken from the OSCE Handbook, unless otherwise indicated.

The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area.
