Excerpt from The North American Review, 1913, Vol. 198 I wish to present some observations which may have a useful application in the course of this process. There are two separate processes going on among the civilized nations at the present time. One is an assault by Socialism against the individualism which underlies the social system of Western civilization. The other is an as sault against. Existing institutions upon the ground that they do not adequately protect and develop the existing social order. It is of this latter process in our own country that I wish to speak, and I assume an agreement, that the right of individual liberty and the inseparable right of private property which lie at the foundation of our modern civiliza tion ought to be maintained. The conditions of life in America have changed very much since the Constitution of the United States was adopted. In 1787 each State entering into the Federal Union had preserved the separate organic life of the original colony. Each had its center of social and business and political life. Each was separated from the others by the barriers of slow and difficult communication. In a vast territory, without railroads or steamships or telegraph or telephone, each com munity lived within itself. Excerpt from The North American Review, Vol. 144 The next generation will find it hard to believe that of the four men living at the outbreak of the war who had occupied the presidential chair not one tendered his support to the National cause, or offered sympathy or patriotic counsel to his overburdened successor at the head of the Government. It will be deemed almost incredible that during the whole four years of that terrible struggle not one of these men, all of whom were citizens of Northern States, made any public utterance intended to strengthen the Union cause or indeed any utterance at all upon the subject, except in one case, when compelled by public clamor to make a lame excuse for his own apathy. Already it is hard to realize that when the conflict drew to its close one of these men refused to decorate his house in honor of our final tri-victory, or display the emblems of mourning on the death of the great leader whose marvelous tact and unfailing steadfastness had brought us through those years of unmatched peril. Still more difficult will it be for posterity to understand that our ex-Presidents were simply types of a very large element of our people. These very naturally desired the war, its causes and overshadowing glories to be forgotten just as soon as possible. They made haste, therefore, to turn the public attention into other channels and to clamor for oblivion in regard to the past. There was another and most peculiar influence tending in this direction. The political organization then having control of the country had in it two elements which looked with especial disfavor on the ascendency within itself of those whose fame rested on military renown. One of these was what was known as the "Abolition Element." These men regarded themselves as, in a sense, the possessors of an exclusive proprietary interest in the Republican party of that day, and thought that the laurels of its first administration, both civic and military, ought to relate back to them as the ultimate cause, rather than rest upon the heads of the immediate agents. Such men as Chase, Sumner, Seward, Greeley, and a host of lesser lights, felt deeply aggrieved at being overshadowed by men like Lincoln, Grant, Sherman, and Stanton, and other military leaders whom they regarded, if not us trespassers on their demesne, at least as men who had merely adopted their ideas and reaped advantage from their labors. Excerpt from The North American Review, Vol. 48 But no part Of his early studies was so advantageous to him, as the long series Of diligent researches, which he carried on upon the Site of the principal Cities of Ancient Italy fre quently directing in person the excavations from which his materials were to be derived, and pursuing with his own eyes the numerous topographical investigations, the neglect of which had hitherto formed one of the Chief obstacles to a Satisfactory history of that remote period. An attentive Study of numismatics strengthened and confirmed the views, which these preparatory researches had suggested and, when he first put his hand to the composition of his history of Italy before the Roman Conquest, there was hardly a spot of the peninsula which he had not visited, or an important monu ment which he had not examined. This work was published in Florence, in 1810, in four volumes octavo, together with a folio Atlas, containing sixty plates, illustrative of the manners and customs of the ancient Italians. Its object was as important as its plan was new. Ancient Italy had till then been the subject of puerile fables, or of researches purely antiquarian. Micali was the first who ventured to engage in the bold and hazardous task of separating the false from the true, in the fragments which have come down to us Of the old writers, and of restoring the history of this primitive civilization, by drawing from its numerous monuments their varied and enigmatic records. His work was divided into two parts. The first is devoted to a descriptive examination of the original divisions and Of the primitive inhabitants of the country. The second is a narrative of their revolutions and of the various incidents of their history. The History of Italy before the Roman Conquest, preceded the Roman History of Niebuhr, and, if we may be allowed to judge by the rank which these two celebrated works seem now to have permanently taken, has survived it. Niebuhr himself, who had attacked many of the positions of Micali in his first edition refracted his accusations in the last.
