This book is focused on militarization as the nucleus of EU space policy and the interrelatedness of European security, industrial competitiveness, and military capabilities in the shaping of this policy. The EU and key member states have increasingly joined the US, China and Russia, among others, in regarding space assets as critical military, as well as economic, industrial, and technological, enablers. This book tackles this issue by, first, shedding light on the military aspects of EU space policy, with special emphasis on the security and defence dimensions of projects such as Galileo, Copernicus, Space Situational Awareness, and Satellite Communication. In this context, contributors confront the empirical aspect of developments, including the role of different institutional actors and the involvement of specific member states. Further, the volume analyses the discursive, ideological, normative, and theoretical foundations of the use of space by the EU for strategic purposes, drawing on the broad spectrum of European integration/International Relations theory. Last, but not least, the volume discusses initiatives outside the EU by key global space players, with an emphasis on the US and transatlantic space relations. All chapters maintain a solid empirical foundation, in the form of geographical or issue-related focus, with an area-specific emphasis on the EU as a whole, transatlantic relations, the policies of key member states (such as France and Italy), and core space powers such as the US, China and India. The book analyses a broad range of relevant aspects as the outer space and cyber space domain do not only present analogies but are also strongly interrelated. This may occur on various levels by technologies but also in regard to juridical approaches, each nevertheless keeping its particularities. Since modern societies rely increasingly on space applications that depend on cyber space, it is important to investigate how cyberspace and outer space are connected by their common challenges. Furthermore, this book discusses not only questions around their jurisdictions, but also whether the private space industry can escape jurisdiction by dematerializing the space resource commercial processes and assets thanks to cyber technology. In addition, space and cyberspace policies are analysed especially in view of cyber threats to space communications. Even the question of an extra-terrestrial citizenship in outer space and cyberspace may raise new views. Finally, the interdependence between space and cyberspace also has an important role to play in the context of increasing militarization and emerging weaponization of outer space. A new and provocative take on the formerly classified history of accelerating superpower military competition in space in the late Cold War and beyond. In March 1983, President Ronald Reagan shocked the world when he established the Strategic Defense Initiative (SDI), derisively known as “Star Wars,” a space-based missile defense program that aimed to protect the US from nuclear attack. In Weapons in Space, Aaron Bateman draws from recently declassified American, European, and Soviet documents to give an insightful account of SDI, situating it within a new phase in the militarization of space after the superpower détente fell apart in the 1970s. In doing so, Bateman reveals the largely secret role of military space technologies in late–Cold War US defense strategy and foreign relations. In contrast to existing narratives, Weapons in Space shows how tension over the role of military space technologies in American statecraft was a central source of SDI’s controversy, even more so than questions of technical feasibility. By detailing the participation of Western European countries in SDI research and development, Bateman reframes space militarization in the 1970s and 1980s as an international phenomenon. He further reveals that even though SDI did not come to fruition, it obstructed diplomatic efforts to create new arms control limits in space. Consequently, Weapons in Space carries the legacy of SDI into the post–Cold War era and shows how this controversial program continues to shape the global discourse about instability in space—and the growing anxieties about a twenty-first-century space arms race.

The Handbook of European Defence Policies and Armed Forces aims to fill this gap with fifty-one contributions on European defence and international security from around the world.
