The main aim of this paper is to analyze the evolution of the determining factors of the relative economic development of Andalucia on the Spanish regional context between 1980-2000, as well as the obstacles that these factors raise, favouring the unequal model of economic growth of Andalucia. We conclude that despite the advances in physical capital, human capital and technological innovation, they have been insufficient for Andalucia to achieve a bigger process of real convergence towards the Spanish regions, mainly due to the presence of the following obstacles: a high turnout of agricultural activities with low productivity, a strong weight of the low-relative productivity market services and a weak industry and energy fabric which shows difficiencies in productivity.

This book traces regional income inequality in Spain during the transition from a pre-industrial society to a modern economy, using the Spanish case to shed further light on the challenges that emerging economies are facing today. Regional inequality is currently one of the most pressing problems in the European Union, and this text presents a novel dataset covering 150 years to analyse long-run trends in regional per capita GDP. Spatial clustering and a new economic geography approach also contribute to the historical analysis provided, which points to the role played by spatial externalities and their growing relevance over time. To identify the presence of spatial dependence is crucial, not only for getting a better understanding of distribution dynamics, but also for economic policy purposes. What are the potential causes behind the disparities in regional per capita income and productivity? The authors answer this by comparing results with evidence available for other countries, chiefly France, Italy and Portugal, but is of global relevance.

This book concerns EU Cohesion Policy and the economic convergence of underdeveloped regions in Italy and Spain from the first programming period to the present: it investigates the political and institutional factors that determine the success or failure of implementing EU Cohesion Policy at national and sub-national level, as well as their impact on economic growth. On the wave of the American tradition of development studies, this book suggests that public policy analysis can be fruitful for understanding economic growth and cohesion, if it were to reconstruct domestic public interventions for development and the institutional characteristics of the subjects responsible for pursuing development goals. To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process of economic development should display. More precisely, by adopting an Hirschmanian approach to development, it elaborates an original framework to compare different Cohesion Policy implementations and to understand its economic results in different countries, using Italy and Spain as pilot studies.
