But this report finds wide differences between individual police forces in how far they are complying with the guidance and lack of awareness among police officers about what to include in prosecution files. Alongside an estimated £10 million a year which the initiative could save police forces, it has the potential to reduce the size of prosecution files without increasing adjournments in court or reducing the number of guilty pleas. The Streamlined Process has not yet achieved its potential value for money, but has not had a negative impact on the progression of cases through the magistrates' courts. The project management of the national roll-out of the initiative was flawed. Almost 80 per cent of police files examined contained a disproportionate amount of paperwork and more than half of the files reviewed did not summarize key evidence to a high enough standard. The process was rolled out nationally before its pilots were completed and evaluated. Among the recommendations in the report is that, when government departments design initiatives, they must bear in mind the powers of the national and local bodies that will be driving the initiatives forward and the relationships between those bodies.

The new tax credits (the child tax credit and the working tax credit) were introduced in April 2003. Government statistics indicate that 6 million families and 10 million children benefit from the receipt of these credits. In 2003-04 period about one-third of all tax credits awards, 1.9 million, were overpaid, at a cost of nearly £2 billion. This report by the Treasury Committee examines the reasons for the high level of overpayments. The Committee acknowledges recent research which suggests that the tax credits regime is designed to deliver the correct amount of state assistance over the year as a whole, rather than over a shorter period, and that payments should perhaps be aligned more with the financial needs of families who budget over shorter periods. The Committee states that HM Revenue and Customs (HMRC) need to develop a detailed understanding of the factors that have led to overpayment, such as how much official errors and IT system errors have caused or contributed to overpayments. The report also considers the incidence of fraud, error on the part of claimants and organised crime. The Committee also feels that the administration of the tax credits regime has been based around individual functions or tasks, rather than centred around the needs of the claimants and that the HMRC needs to institute a claimant-centred approach to the administration of tax credits

Millions of people all over the world are avid members of the television audience. Yet, despite the central place television occupies in contemporary culture, our understanding of its complex and dynamic role in everyday life remains surprisingly limited. Focusing on the television audience, Ien Ang asks why we understand so little about its nature, and argues that our ignorance arises directly out of the biases inherent in prevailing official knowledge about it. She sets out to deconstruct the assumptions of this official knowledge by exploring the territory where it is mainly produced - the television institutions. Ang draws on Foucault's theory of power/knowledge to scrutinize television's desperate search for the audience, and to identify differences and similarities in the approaches of American commercial television and European public service television to their audiences.
