Social protection is an increasingly important part of the social policy dialogue in Africa, and yet because of its relatively new place in a rapidly evolving agenda, evidence on critical design choices such as targeting, and on impacts of social protection interventions, is mostly limited to case studies or small, unrepresentative surveys. This impressive collection makes a major contribution to building the evidence base, drawing on rigorous analysis of social protection programmes in several African countries, as well as original research and thinking on key topical issues in the social protection discourse. Social Protection for Africa’s Children is divided into four parts. The first presents economic and human-rights based right arguments for social protection as an integral part of the social policy menu in Africa. This is followed by a part on targeting, which highlights some of the key policy trade-offs faced when deciding between alternative target groups. The third part presents rigorous quantitative evidence on the impact of social cash transfers on children from programmes in South Africa, Malawi and Ethiopia and the final part addresses a set of issues related to social justice and human rights. This book significantly advances existing knowledge about social protection for children in Africa, both conceptually and empirically. It makes a strong case for social protection interventions that address the short term (amelioration) and long term (structural) needs of children, and shows that programming in this sector for children is both feasible and achievable. The literature has analyzed the link between social grants, means-tested and unconditional on employment, and employment in South Africa. The country’s social grant expenditure is relatively large amid persistently high unemployment. This study uses a large panel household survey spanning a decade to find that old-age and disability grant recipients are less in employment as intended by the social program, consistent with the literature. The study adds to the literature by showing that, among “indirect recipients,” younger members typically have lower employment prospects than other indirect recipients. There could be various explanation for this finding, including that the youth are more discouraged from seeking jobs, face larger constraints in the labor market, or have less job opportunities.

South Africa’s high rate of unemployment (26.4%) makes it a complete outlier compared with other middle-income countries. Indeed, the unemployment rate rises to 36% if discouraged workers are taken into account. It underpins extreme poverty and inequality and is a major contributor to social dislocation. If it were not for increased social payments, poverty would have continued to increase since the advent of democracy in 1994. Unemployment also represents a huge cost to growth. This book focuses on the growth path of the economy. The starting point is that while more rapid economic expansion is an important objective, at any given level of growth, the economy as a whole needs to become more labour-absorbing. The central question posed is how to bring about changes in the economic structure and pattern of development, which would lead to the attainment of this objective. The authors argue that employment needs to be much more centrally positioned within the economic and social policy arena. They emphasise innovative approaches within a broader focus on the growth path, and employment-intensive growth. And they posit that the negative impact of previous ‘distortions’ requires much more than a levelling of the playing field via market-based reforms. Apart from presenting an alternative growth path which could start to shift the economy in new directions, the book tackles themes which have received only limited attention, such as wage subsidies, youth unemployment and employment growth in rural areas.

Care work, both paid and unpaid, contributes to well-being, social development and economic growth. But the costs of providing care are unequally borne across gender and social class. Feminist scholarship on the gendered construction of welfare provisioning and welfare regimes has produced a conceptually strong and empirically grounded analysis of care, reinforcing the necessity of rethinking the distinctions between "the public" and "the private" as well as the links between them. Yet this analysis, premised on post-industrial contexts, does not travel easily to other parts of the world. Many of its core assumptions – about family structures, labor markets, state capacities, and public social provisioning – do not hold for a wider range of countries. Drawing on original research on the care economy in three developing regions (Africa, Asia, Latin America), this volume addresses a major empirical lacuna while facilitating a conversation across the North-South divide.
