This research concerned the quality of military leadership when, at the home post or station of a unit's assignment, leaders prepared their units for deployment to combat. Hypotheses were drawn from cognitive resources theory (CRT) to examine the influence of leader-boss stress and member support on a leader's use of personal resources in simulated combat exercises. Evidence supported predictions that member support influences the relationship between leadership competence and unit performance. The relationship among leader competence, leader experience, and leader-boss stress did not support CRT. Results are discussed with respect to CRT and other relevant leadership theory. Findings highlight the importance of attending to group conditions when planning intervention to enhance the effectiveness of unit leadership. In the continuing effort to maintain a ready force and honor the United States commitments throughout the world, in 1993 the Chief of Staff of the Army directed a test of the use of Reserve Component forces for the Multinational Force and Observers (MFO) peacekeeping mission in the Sinai. A battalion composed of 80% RC individual volunteers and 20% Active Component soldiers was activated, trained and deployed as the 28th MFO rotation to the Sinai (Jan-Jul 95). ARI conducted an assessment of personnel and training issues using performance, interview and survey data. The four research questions and their findings are as follows. (1) Personnel: Who volunteered and why? What, if any, changes should be made to the volunteer screening process? (2) Family Support: How well did the family support system work? What was the impact of Sinai service on the family and civilian lives of volunteers? (3) Training/Performance: What are the unique and minimal training requirements? Did the training process produce a cohesive unit that could perform the mission? (4) Impact on the 29th ID(L): What is the impact on the ARYG units that sent volunteers, both during the deployment and post-deployment? Recommendations for future deployments are discussed in the text. ARI will continue to assess the impact of the deployment and post-redeployment re-entry on National Guard soldier commitment/retention, marital stability and financial well-being through October 1997. Cost analyses are not included in the ARI portion of the MFO assessment.

This report integrates findings on platoon leaders' (PLs) and platoon sergeants' (PSs) performance on the leadership competencies that U.S. Army doctrine sets forth for guiding leader development. Platoon members rated their leaders' competencies before platoons deployed to a U.S. Army Combat Training Center (CTC). Leaders were also rated by observer/controllers (OCs) on their competency performance during the CTC exercises. The CTC OCs and/or platoon members later rated the performance of platoons in mission accomplishment and the overall effectiveness of PLs and PSs as leaders during the CTC exercises. Ratings indicated that PLs and PSs need some improvement, especially in the leadership shown at-the CTCs. Competency performance both at the home station and during CTC exercises was consistently correlated with platoon effectiveness in mission accomplishment. While these results suggest the validity of the competencies for leader development, other results show the need for methods yielding ratings that are specific both to leadership components and to leaders in a unit.

"The ultimate criterion of Army light infantry unit readiness is its performance in combat. A second criterion is the unit's readiness in peacekeeping missions. A close representation of requirements for peacekeeping is reflected in the unit's effectiveness in home station. A modified military version of the Multifactor leadership Questionnaire (MLQ) was used to profile the individual leadership style of platoon leaders (PLs) and platoon sergeants (PSGs). The Team Multifactor Leadership Questionnaire (TMLQ) was used to describe the platoon and company culture. Results for the MLQ were in line with expectations derived from Bass and Avolio's full range model of leadership. If leaders, particularly Pls, were transformational according to their superiors, peers, and subordinates, their platoons were seen by raters in home station as more effective both in home station and in simulated combat arenas. The most accurate predictions were made by the company cadres; the least accurate were made by the platoon members. Overall, the level of transformational leadership exhibited by platoon leaders in garrison predicted performance at the Joint Readiness Training Center (JRTC). Similarly the platoon sergeant's transformational leadership also predicted performance at JRTC."--DTIC.
