This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

This book provides a systematic comparative analysis of how and why voting behaviour has changed in Europe in recent decades. It has been widely argued that radical changes have occurred in the how and why of voting behaviour in Europe as a result of changes in the structure of society, most notably the rise in material affluence and educational attainment, and the decline in religious observance and the size of the working class. But most tests of this proposition have been undertaken on single countries. This book, however, systematically tests the validity of this proposition across various European countries. The argument that social change has altered voting behaviour has been increasingly challenged on the grounds that it takes too little account of changes in the choices that are put before voters by the parties, such as the promises and proposals that are put forward at election time. This book, therefore, also assesses the relative explanatory power of claims that voting behaviour has changed because of changes in society against claims that it responds to changes in the offerings of political parties. And it is clear from the analyses reported in this book that contrary to the claims of much of the extant literature, the latter argument appears better able to account for many of the patterns and changes in European voting behaviour, and thus the book constitutes an important challenge to much current academic orthodoxy. This is the first book to provide a systematic comparison of the long-term dynamics of the voting behaviour of individual voters across such a wide range of European countries, taking into account the dynamics of the choices put before voters by the parties and, for the first time, relating this to the way voters behave. When direct elections for the European Parliament were first organized in 1979, the idea was that such direct elections would increase the democratic legitimacy and accountability of the Parliament. Moreover, the elections were expected to raise public interest, engagement and support for the European project. Did these elections help to increase legitimacy and accountability? Did they increase interest in and support for the 'European project'? Or, did these elections have unintended (and perhaps undesirable) consequences? This volume focuses on the consequences of European elections for public debate and involvement, for party systems, and for public opinion. EP elections have caused a number of intended consequences: the salience of the elections in the media has gone up and over time electoral competition becomes more important, engaging in the campaign can help improve EU evaluations, and Europe as a topic has become more important for voting at EP elections, boosting the prevalence of so-called EU voting. A number of intended consequences have not materialized during the life of the EP so far: knowledge or turnout levels have not gone up and citizens have not become better at judging what political parties are offering. The EP elections have, however, also yielded a number of unintended consequences: EP elections dampen turnout for first time voters in subsequent elections, EP elections cause temporary decline in EU support, and the elections have become a strategic arena for political parties to position themselves on EU issues and for new movements and parties to boost or sustain their success.

At the national level, political parties play an important role in making representative democracy work. They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as ‘transmission belts’ ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Finally, the volume covers all European institutions: the Commission, the Council of the European Union, the European Council and the European Parliament. The findings enhance our understanding of the workings of decision-making in Brussels, add to the debate on the EU democratic deficit, and highlight the usefulness of drawing upon insights from the literature on Comparative Politics when studying the European Union.
