Excerpt from The Government of the People, of the State of Ohio It is not the national government, but the State government, acting through its local agencies, to which the American looks for the protection of life and property, for the security of his home and family, and for the education of his children. To understand the workings of State and local government is, therefore, even more important than to know the details of the national government. Since, however, the beginnings of no two States have been the same, the governments of hardly any two are alike, and no general description of the American State, as a mere chapter in American civil government, exactly fits any actual State. It is the purpose of this book, accordingly, to present such an outline of the civic history and of the governmental machinery of the State of Ohio as will enable youth in the high schools, and the higher grades of the grammar and rural schools, to understand both what the government is, and how it came to be, and what the duties and responsibilities are of citizens of Ohio. It is not possible to note in this book all the variations in county, township, and municipal government and powers, due to special legislation. The general type has been carefully given, and the leading exceptions have been indicated. Each teacher should ascertain and call attention to the peculiarities, if any exist, in local organization in his county and township, village, or city. While a knowledge of the form and powers of the government is important, two things should be borne in mind in the teaching of civics: (1) that concrete examples of governmental work drawn from local observation and study are the best aids to an understanding of the use and operations of orderly government, and (2) that the knowledge of forms and powers is barren, except as it leads to a conception of the duty and responsibility of each citizen under those forms for the right exercise of the powers. The plan of treatment conforms in general to that laid down for all the volumes of the series to which this book belongs, but several features have been suggested by the excellent work of Professor W. C. Morey on The Government of New York, which also appears in this series. In accordance with this plan, the growth of the government during the fifteen years of its Territorial life and the hundred years of its life as a State has been treated in Part I (Chapters I and II); the structure of the government has been described in Part II (Chapters III, IV, V, and VI); and the work of the government has been set forth in Part III (Chapters VII, VIII, IX, X, XI, and XII). From the very edge of such a precipice, which it is wise to foresee, and patriot ism to denounce, we call on the interior States, Ohio at. Their hea'd, to prepare their minds against a more intolerable despotism than the present. When this sectional war with the South comes to an end, by an acknowledged separa tion, the law of self-preservation will force us to fly to tlie State - Rights doctrine of the Federal system. We must assert our right to choose our associates for the State of Ohio and her sister States, and make such reservations, ex pressly of our social and political independence, as will deter any-set of masters from trying their hands at consolida tion of State-sovereignties into one Imperial Republic. The foundation of the Federal system is the unanimous consent of the States, who are each and all its voluntary constit neuts, and solely bound within the union by their separ ate consent. When we take our stand there, we are safe; for the fortress that never yields to secret or open foe, t( blows or bribes, is for both men and States, in peace and war the same-it is the rock of principle. Mercer was duly appointed to prepare the first volume of the work, which is here pre sented as Ohio Legislative History, Vol. 1, and the Administration of Governor Harmon, 1909-12. Besides, there is included a symposium of views of the work of the Fourth Ohio Constitutional Convention, contributed by members of the convention, which, it is believed, will make the very best possible review of the convention, for the purposes of history. There will also be found a chapter on Civil Government in Ohio, by Professor Morris, of Lancaster, Ohio, and this, it is hoped, will aid students in high schools and colleges to better understand the form of government under which they live.
