This book examines the ‘glocalization’ – the adaptation of a global telecommunication technology to local particularities – in West and Central Africa. Through case studies in Cameroon and Guinea, the research presented evinces how local agency leads to the appropriation of mobile telephony, and the extent to which telecommunication companies acculturate their marketing strategies to consumer preferences and local realities. The book interrogates the presumptive neutrality of technology and presents evidence of agency superseding supposedly fixed limitations of use for mobile phones. In opposition to the notion of an Africa ‘lagging’ behind, the book also nuances the development discourse so often associated with the ‘leapfrog’ and spread of mobile telephony south of the Sahara. Overall, this study highlights ways in which agency leads to modernity being refracted locally in West and Central Africa and reflects on the tension at play between ‘globalizers’ and ‘globalized’.

A focus on the everyday has produced this ethnography, which hopes to give a nuanced voice to an extended family of semi-sedentary nomads, living at the centre of a country and region known for its political turmoil, ecological insecurities, and socio-economic hardship. The everyday of the Chadian Walad Djifir is one in which sedentarity and mobility are approached as two entwined parts of a whole, and where economic and geographical boundaries do not necessarily form constrictions. The ferīkh (nomadic camp) is where all of the Walad Djifir’s networks meet, and often also begin— a physical place embodying various networks and connections, which span time and geographical space. This analytical and methodological approach gives insight in how regional trends can be understood in light of the Walad Djifir’s daily lives. Over time, the Walad Djifir have developed ways of coping and dealing with insecurities, interacting with infrastructural, technological, and socio-political developments in specific ways. In this book, Leah Komen explores the impact of mobile telephony on the lives of people in rural Kenya. It subverts the traditional notion of synchronic development that ignores target populations' involvement in decision-making and sees development from the lens of developed economies where information and communication technologies like mobile telephones have originated. Komen's analysis advances a diachronic type of development that focuses on human technology's interrelationships instead of the synchronic model that privileges technology as engendering social transformations and development. The diachronic model is fundamentally Maendeleo, a Swahili term denoting process, participation, progress, and growth, and views social transformations and development as an interaction between mobile telephony users and their specific contexts. The book argues that the mobile phone has become an increasingly personalised device. It encourages a sense of community through the sharing of the device by multiple users, promotes co-presence and interpersonal communication, enhances kinship ties and social connectedness, and creates new ways of organising and conducting everyday socioeconomic activities.
