Islam as a religion is central to the lives of over a billion people, but its outer expression as a distinctive civilization has been undergoing a monumental crisis. Buffeted by powerful adverse currents, Islamic civilization today is a shadow of its former self. The most disturbing and possibly fatal of these currents—the imperial expansion of the West into Muslim lands and the blast of modernity that accompanied it—are now compounded by a third giant wave, globalization. These forces have increasingly tested Islam and Islamic civilization for validity, adaptability, and the ability to hold on to the loyalty of Muslims, says Ali A. Allawi in his provocative new book. While the faith has proved resilient in the face of these challenges, other aspects of Islamic civilization have atrophied or died, Allawi contends, and Islamic civilization is now undergoing its last crisis. Shireen Hunter provides a pragmatic analysis of relations between Islam and the West, marked by specific cases from the contemporary Islamic/Western divide. Her book gives a realistic and accurate assessment of the relative role of civilizational factors in determining the nature of the state and the prospects for Muslim-Western relations (i.e., whether they will be conflictual or cooperative). Hunter answers the question: Can an accommodation between Islam and the West take place in a gradual and evolutionary manner or will it happen only after conflict and confrontation? And, contrary to Huntington's vaunted thesis in The Clash of Civilizations and the Remaking of World Order (Simon & Schuster, 1996), she finds that the reality of modern Islam offers room for hope. Hunter challenges many of the prevailing Western views of the Muslim world. For example, despite the widespread belief on the specificity of Islam because of an assumed fusion of politics and religion, in reality the fusion—of the spiritual and the temporal—has not been greater in Islam than in other religions. Therefore, Hunter asserts, the slower pace of secularization in Muslim countries can not be attributed to Islam's specificity. Centering Pakistan in a story of transnational Islam stretching from South Asia to the Middle East, Simon Wolfgang Fuchs offers the first in-depth ethnographic history of the intellectual production of Shi'is and their religious competitors in this "Land of the Pure." The notion of Pakistan as the pinnacle of modern global Muslim aspiration forms a crucial component of this story. It has empowered Shi'is, who form about twenty percent of the country's population, to advance alternative conceptions of their religious hierarchy while claiming the support of towering grand ayatollahs in Iran and Iraq. Fuchs shows how popular Pakistani preachers and scholars have boldly tapped into the esoteric potential of Shi'ism, occupying a creative and at times disruptive role as brokers, translators, and self-confident pioneers of contemporary Islamic thought. They have indigenized the Iranian Revolution and formulated their own ideas for fulfilling the original promise of Pakistan. Challenging typical views of Pakistan as a mere Shi'i backwater, Fuchs argues that its complex religious landscape represents how a local, South Asian Islam may open up space for new intellectual contributions to global Islam. Yet religious ideology has also turned Pakistan into a deadly battlefield: sectarian groups since the 1980s have been bent on excluding Shi'is as harmful to their own vision of an exemplary Islamic state.
