It is full of rich characters, monsters and hardware, but it is packaged in a totally different way to anything that's been done before. Although there are many visual centrepieces, it is the relationships between the principal characters and their understanding of each other that is the main focus of the story.

Gusta believes that the war is over, but nothing could be further from the truth. As the Keruh fight a bloody rearguard action in an attempt to delay the advancing Androktones, Didi, Gusta and Kiki, and the other Edenite survivors in Jutlam City, at last come under the protection of the Ambassador. But the Ambassador's representative is large, silver, with a mouth-full of teeth. The drone, El-Quan is as confused by her charges as they are scared of her, but there are worse dangers ahead, and they aren't all Keruh. Yan-Jai is the largest drone on Eden and she no longer cares who she kills, friend or foe. And the distinction between friend and foe is becoming decidedly blurred. Even the Ambassador himself is increasingly unsure, or so his actions would suggest. The battle in space has also reached another phase as Aeolus tries to control the Klysanthian captains now in his 'flock.' And the most stubborn of these is Pantariste, Captain of the Queen Of Angels. She baits Aeolus at every opportunity. But behind her shield of arrogance and obstinacy, Pantariste only wants to survive with her ship and her pride intact. To improve liaisons, Lysippe is sent aboard the Prometheus. But this brings other problems. Peleus, the First Officer on the Prometheus, is drawn to Lysippe, and she in her grief is drawn to him. It is a love that soon burns brightly but must be short-lived. In the running battles that follow, the Prometheus receives a fatal hit, and a race begins to save the crew as the ship begins to tear itself apart. International Relations and History were once academic fields sharing a common concern with the affairs of empires, states, and nations. Over the course of the twentieth century, however, they drifted apart. International Relations largely retained the focus on the affairs and relations of these principal international actors but took a methodological turn leading to higher levels of theoretical abstraction. History, on the other hand, retained the methods that define the discipline but shifted the focus, veering away from matters of state to the vast array of actors, events, activities, and issues that colour everyday life. In recent years, the drift has been arrested by scholars in each discipline who have turned towards the other discipline in their research. International Relations has undergone a 'historiographical turn' while History has taken an 'international turn'. Rise of the International brings together scholars of International Relations and History to capture the emergence and development of the thought, the relations, and the systems that have come to be called international in western discourse. The evidence offered by contributors to the volume suggests there has been no single, stable, unchanging concept or object of theoretical reflection or historical investigation that can be called 'the international', but a variety of historically contingent conceptualizations across different contexts.

The scope of this study is narrow-the activities of a single ambas sador for little more than two years. The problem it treats is wide and universal-the origins of a great war. There can be no adequate history of the relations between states whieh does not take into account the knowledge, judgment and deci sions of individual statesmen. Diplomatie history, though only a part, is a necessary part of the history of international relations. Within a more or less c10sely circumscribed range of possibilities, men in power choose between alternative policies, with results they may or may not have anticipated. The historian therefore can and should describe the past, present and future, as it were, of the historical persons whom he studies: the past whieh provides them with oppor tunities and limitations, both objective and subjective; the present in whieh they act; the future in whieh the consequences of their actions appear, for the most part beyond their control. This is a study of the part played by a great diplomat-the perfect ambassador, his own age called hirn-in the formation of policy. My task has been a dual one. First, I have observed Arnauld de Pomponne at work. Second, I have attempted to evaluate the French plans for war against the Dutch republic, with particular attention to Pom ponne's contribution to them.
