It seems unnecessary with this report in hand to argue in favor of the use of the more precise methods of measurement which have recently been developed. Those interested in the improvement of our schools have always attempted by some method or other to estimate the effi ciency of individual schools or school systems. Often this measurement has been based upon an Opinion not acceptable to another student or investigator, and not frequently upon attempts to measure which have been extremely crude. The examination system as we have commonly had it, not only has been responsible for judgments with respect to the efficiency of schools, or Of school systems, but has also determined in very considerable measure in most school systems the progress of children. In the studies which are reported here, more precise measures give to the student of education a better basis in knowledge of conditions upon which to base his criticism or to develop his improved method Of instruction or administration. The measurement Of results of any sort, whether of the achievements in School subjects, of the cost of any unit or function, or of the rate of progress, and the like, furnishes primarily a knowledge of the situation which makes clear the problems involved, and which may suggest a method of experiment that looks toward the improvement desired. Excerpt from The Eighteenth Yearbook of the National Society for the Study of Education, Vol. 1 As early as 1904, the National Society, in its Third Yearbook, took up the discussion of problems connected with the preparation of teachers. This was continued the following year in Part I of the Fourth Yearbook ("The Education and Training of Secondary Teachers"), while closely related discussions have appeared in the Fifth Yearbook, Part II ("The Certification of Teachers") and in the Fourteenth Yearbook, Part II ("Methods for Measuring Teachers' Efficiency"). In 1914, Professor S. C. Parker, then Secretary of the Society, suggested to Professor H. L. Miller that he present to the Society an account of the methods developed by him at the University of Wisconsin for the preparation of secondary-school teachers. Later Professor Miller consented to act informally as "chairman" of a group of persons who should cooperate in the production of a Yearbook dealing with the, "Organization and Administration of Practice Schools Generally." This undertaking expanded in various directions until it became necessary, from practical expediency, to limit the scope of the project for the time, being to the training of high-school teachers only. We have been fortunate enough in this connection to arrange for the inclusion with Professor Miller's group of a report of a Committee of the Society of College Teachers of Education that was investigating the use of practice schools in training high-school teachers The prevent Yearbook, then, comprises three sections. In Section I appears Professor Miller's original manuscript describing the plan of preparing teacher at the University of Wisconsin. This plan is novel enough to challenge the attention of all readers, since it involves a theory of classroom procedure applicable to any high school, whether concerned with teacher training or not.
