CATRINUS J. JEPMA This volume contains the various contributions that were made during the International Conference on Joint Implementation, held near Groningen, The Netherlands, 1-3 June 1994. The conference was initiated by The Netherlands' Ministry of Housing, Spatial Planning and Environment -along with the Ministries of Foreign (Development Cooper ation) and Economic Affairs -and carried out under the responsibility of Foundation IDE (Groningen, The Netherlands). Its underlying idea was to bring together an international group of specialists on Joint Implementation (11) - from governments, NGOs, business and science -to discuss its feasibility of 11. The conference was timed between the 9th and 10th session of the Intergovernmental Negotiating Committee (INC) for a Framework Convention on Climate Change (FCCC) - which was by then considered as the most crucial phase preparing for the first Conference of Parties (CoP I; Berlin, 28 March - 7 April 1995) - in order to provide additional information or results that might serve as an input in the international negotiating process. The main purpose of the conference was, however, to sit back and have a reflection about what has now become known as 11, and evaluate from the perspective of academics, and practitioners, jointly with officials what promise the option really holds, and to evaluate under what socio-economic and political circumstances and conditions one could successfully proceed in setting out the framework for its further testing and l application.

This book can be regarded as a monograph on the debates and developments in Dutch environmental policy. It has been written with a specific perspective in mind. First and foremost, the line of approach we have taken was from a multidisciplinary social science point of view. The trend in environmental policy is looked at from the angle of sociology, policy studies and political science. Secondly, all analyses depart from the paradigm shift concept. This particular paradigm shift is based on the fact that a radical change has taken shape over the years in the way environmental issues are handled. Previously, environmental policy had always been characterised by is top-down approach in which government determined the actual objectives of policy and assumed that it could win over business, non governmental organisations and citizens to act in line with those objectives. There was also a great deal of faith in the technical solutions to environmental issues. Today's environmental policy is based on a totally different philosophy. Environmental objectives are now reached in association with business, non-governmental organisations and citizens. These actors are also involved in bringing environmental policy into practice. In other words, the implementation of policy has a more interactive nature. New relationships emerge between government, the market and civil society, and policy discourses also become integrated. The environmental interest is more often weighed against the econom1c interests, the spatial development and against social justice.

The book focuses on the negotiation process leading up to the creation of the Convention on Biodiversity (CBD) and the domestic implementation of this international agreement. This political science study of the negotiation process applies several perspectives drawn from international relations theories, while also focusing on the implementation of international environmental agreements in a developing country. Moreover, the links between factors at international and domestic levels are examined, with four proposed mechanisms through which an international institution may affect domestic policies. Evidence is found that the CBD has had a beneficial impact on national biodiversity policies in the country studied, but that necessary compatible legislation is absent in developed country parties.
