This book examines the relationship between nationalism and the rise and fall of Yugoslavia under the rule of Josip Broz Tito. It deals particularly with the interactions between communist and intellectual elites. The authors analyze elites’ initial enthusiasm about the Yugoslav federation and how, with time, they found themselves unable to suppress the nationalists in Yugoslavia. Other scholars have argued that, in a certain sense, Tito’s Yugoslavia proved to be a “hatchery” for the nations that once constituted Yugoslavia, making them ever closer to “completeness.” However, as the authors highlight in this study, this process was one of conflict. The personal role of Tito as an arbiter was essential, although, for the majority of his time in power, he did not act as a dictator. His departure was strongly felt in the 1980s, when ethnic entrepreneurial activity began to flourish—and when ethnic and political relations had gone out of control. While a significant part of this book follows the chronology of ethnic elite interaction in communist Yugoslavia, the global context of Yugoslavia’s rise and fall is taken into account. The authors also use Yugoslavia as a case study to test the validity of nationalism studies more generally.

Yugoslavia was well positioned at the end of the cold war to make a successful transition to a market economy and westernization. Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. This book originated in a conference held in Oslo 11-13 November 2009, arranged by the E.ON Ruhrgas scholarship programme for political science, and commemorating the 20th anniversary of the 'revolutions' in Central and Eastern Europe. The 16 chapters take stock of developments after 1989, with special emphasis on the causes and effects of the transitions, including the processes of state unification and separation that followed in the wake of the 'revolutions'. The book is divided into four main parts: regime transitions from communism; state unification and separation; party system continuity and change since 1989 (in Germany, the Czech Republic, Hungary, and Poland); and on the effects of German unification on external and internal German relations.
