Excerpt from The Examination of Waters and Water Supplies In this edition various sections have been amplified, one or two almost entirely re-written, and two additional ones added. Extended experience has enabled me to write with increased confidence of the modes of procedure and methods of analysis recommended, and, whilst the opinions of others may be freely quoted, everything recommended is based upon personal experience. The edition has had to be revised at a time when my leisure was very limited, and considerable intervals have, on occasions, elapsed between the revision of one section and another, and it is possible that a little repetition may have resulted. If such is found to be the case, it will probably be in connection with some point which I have thought it desirable especially to emphasise, and may therefore need no excuse. Many persons who have found the book useful have kindly sent mo suggestions. These have all been carefully considered; but the majority are not referred to, as they were either not germane to the subject or did not appear to be of any practical use. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.
