What explains this oil curse? And can it be fixed? In this groundbreaking analysis, Michael L. Ross looks at how developing nations are shaped by their mineral wealth—and how they can turn oil from a curse into a blessing. Ross traces the oil curse to the upheaval of the 1970s, when oil prices soared and governments across the developing world seized control of their countries' oil industries. Completed in 1938, the Trans-Iranian Railway connected Tehran to Iran's two major bodies of water: the Caspian Sea in the north and the Persian Gulf in the south. Iran's first national railway, it produced and disrupted various kinds of movement—voluntary and forced, intended and unintended, on different scales and in different directions—among Iranian diplomats, tribesmen, migrant laborers, technocrats, railway workers, tourists and pilgrims, as well as European imperial officials alike. Iran in Motion tells the hitherto unexplored stories of these individuals as they experienced new levels of mobility. Drawing on newspapers, industry publications, travelogues, and memoirs, as well as American, British, Danish, and Iranian archival materials, Mikiya Koyagi traces contested imaginations and practices of mobility from the conception of a trans-Iranian railway project during the nineteenth-century global transport revolution to its early years of operation on the eve of Iran's oil nationalization movement in the 1950s. Weaving together various individual experiences, this book considers how the infrastructural megaproject reoriented the flows of people and goods. In so doing, the railway project simultaneously brought the provinces closer to Tehran and pulled them away from it, thereby constantly reshaping local, national, and transnational experiences of space among mobile individuals.

The emergence of the international oil corporation as a political actor in the twentieth century, seen in BP's infrastructure and information arrangements in Iran. In the early twentieth century, international oil corporations emerged as a new kind of political actor. The development of the world oil industry, argues Katayoun Shafiee, was one of the era's largest political projects of techno-economic development. In this book, Shafiee maps the machinery of oil operations in the Anglo-Iranian oil industry between 1901 and 1954, tracking the organizational work involved in moving oil through a variety of technical, legal, scientific, and administrative networks. She shows that, in a series of disagreements, the British-controlled Anglo-Iranian Oil Company (AIOC, which later became BP) relied on various forms of information management to transform political disputes into techno-economic calculation, guaranteeing the company complete control over profits, labor, and production regimes. She argues that the building of alliances and connections that constituted Anglo-Iranian oil's infrastructure reconfigured local politics of oil regions and examines how these arrangements in turn shaped the emergence of both nation-state and transnational oil corporation. Drawing on her extensive archival and field research in Iran, Shafiee investigates the surprising ways in which nature, technology, and politics came together in battles over mineral rights; standardizing petroleum expertise; formulas for calculating profits, production rates, and labor; the “Persianization” of employees; nationalism and oil nationalization; and the long-distance machinery of an international corporation. Her account shows that the politics of oil cannot be understood in isolation from its technical dimensions. Approximately two billion dollars a day of petroleum are traded worldwide, which makes petroleum the largest single item in the balance of payments and exchanges between nations. Petroleum represents the larger share in total energy use for most net exporters and net importers. While petroleum taxes are a major source of income for more than 90 countries in the world, poor countries net importers are more vulnerable to price increases than most industrialized economies. This paper has five chapters. Chapter one describes the key features of upstream, midstream, and downstream petroleum operations and how these may impact value creation and policy options. Chapter two draws on ample literature and discusses how changes in the geopolitical and global economic environment and in the host governments' political and economic priorities have affected the rationale for and behavior of National Oil Companies' (NOCs). Rather than providing an in-depth analysis of the philosophical reasons for creating aNOC, this chapter seeks to highlight the special nature of NOCs and how it may affect their existence, objectives, regulation, and behavior. Chapter three proposes a value creation index to measure the contribution of NOCs to social value creation. A conceptual model is also proposed to identify the factors that affect value creation. Chapter four presents the result of an exploratory statistical analysis aimed to determine the relative importance of the drivers of value creation. In addition, the experience of a selected sample of NOCs is analyzed in detail, and lessons of general applicability are derived. Finally, Chapter five summarizes the conclusions.
