Excerpt from Economic Protectionism The Division of Economics and History of the Carnegie Endowment for International Peace is organized to promote a thorough and scientific investigation of the causes and results of war In accordance with this purpose a conference of eminent statesmen, publicists, and economists was held in Berne, Switzerland, in August 1911, at which a plan of investigation was formed and an extensive list of topics was prepared. The programme of that Conference is presented in detail in an Appendix. It will be seen that an elaborate series of investigations has been undertaken, and the result ing reports may in due time be expected in printed form. Of works so prepared, some will aim to reveal direct and indirect consequences of warfare, and thus to furnish a basis for a judgement as to the reasonableness of the resort to it. Excerpt from Facts and Figures the Basis of Economic Science I was called upon early in April, 1904, to prepare two papers on "The True Method of Protection" and one on "The Tendency to Individualism." I have been able to give to them only the spare hours left me in a busy life. I could only bring them to completion at this date, June, 1904, and I have sent them to press without such complete revision and condensation as would be suitable, because if they are to have any influence, now is the time when the facts given should be known. I submit them for what they may be worth, in the hope that they may at least lead to a more complete investigation on the lines indicated, and in some measure do away with the delusions that exist for want of definition in the terms and demonstration in the methods by which the great body of the unorganized consumers of this country are subjected to privation under a policy now miscalled Protection. If the facts can be made plain as to the small relative number of those who attempt to secure profits by taxes on imports compared to the very large number of those who pay taxes that the government does not receive; and also as compared to the relatively much greater number of the persons directly interested in free exports and therefore in free imports, there may be little difficulty in taking the tariff question out of partisan politics and adjusting duties on imports on a basis of true protection. Excerpt from Some Leading: Principles of Political Economy Newly Expounded Though the following work is an attempt to recast some considerable portion of Political Economy, I should be sorry it were regarded as in any sense antagonistic in its attitude toward the science built up by the labors of Adam Smith, Malthus, Ricardo, and Mill. On the contrary, my hope is that it will - should its reasonings find acceptance - strengthen, in some sensible degree, and add consistence to that fabric. As regards those assumptions respecting human character and the physical conditions of external nature which constitute the ultimate premises of economic science, the position I have taken is identical with that of the four great writers I have named; and I have endeavored also to follow the method of combined deduction and verification by comparison with facts, which was theirs, and which is, as I believe, the only fruitful, or indeed possible method in economic inquiry. Nor do the final conclusions which I have reached differ very widely on any important points from those at which they had arrived. The points on which I have ventured to join issue with them are what, in Bacon's language, may be called the axiomata media of the science - those intermediate principles by means of which the detailed results are connected with the higher causes which produce them. If I have not deceived myself, there is in this portion of Political Economy, as at present generally received, no small proportion of faulty material; and the present work may be regarded as an attempt, so far as it goes, to replace this element of weakness with matter better fitted to endure the strain of modern criticism.
