Compellence is a fundamental tool of international security policy. This study explains how culture shapes the ways that decision-makers respond to the threat of force. First, Morgan builds a theoretical framework, next he analyzes three cases in which states attempted to compel Japan to change its behavior. The first is an in-depth analysis of the 1895 triple intervention in which Russia, Germany, and France forced Japanese leaders to return the Liaotung Peninsula to China following the first Sino-Japanese War. The second and third relate to World War II: the 1941 oil embargo intended to coerce Tokyo to withdraw its military from China and Washington's 1945 efforts to force Japan to end the war. These cases explain much of the seemingly irrational behavior previously attributed to Japanese leaders. Morgan demonstrates that culture clearly influenced outcomes in all three cases by conditioning Japanese perceptions, strategic preferences, and governmental processes. These findings are relevant today, and recent conflicts suggest that they will be increasingly important into the 21st century. This book offers policy makers a much-needed method for employing strategic culture analysis to develop more effective security strategies—strategies that will be of vital importance in an increasingly volatile world.

The history of ideas on rule of law for world order is a fascinating one, as revealed in this comparative study of both Eastern and Western traditions. This book discerns 'rule of law as justice' conceptions alternative to the positivist conceptions of the liberal internationalist rule of law today. The volume begins by revisiting early-modern European roots of rule of law for world order thinking. In doing so it looks to Northern Humanism and to natural law, in the sense of justice as morally and reasonably ordered self-discipline. Such a standard is not an instrument of external monitoring but of self-reflection and self-cultivation. It then considers whether comparable concepts exist in Chinese thought. Inspired by Confucius and even Laozi, the Chinese official and intellectual elite readily imagined that international law was governed by moral principles similar to their own. A series of case studies then reveals the dramatic change after the East-West encounters from the 1860s until after 1901, as Chinese disillusionment with the Hobbesian positivism of Western international law becomes ever more apparent. What, therefore, are the possibilities of traditional Chinese and European ethical thinking in the context of current world affairs? Considering the obstacles which stand in the way of this, both East and West, this book reaches the conclusion that everything is possible even in a world dominated by state bureaucracies and late capitalist postmodernism. The rational, ethical spirit is universal.

In Surviving Imperial Intrigues, Sangpil Jin explores how successful Korean neutralization could have radically transformed the balance of power equation in East Asia. He conducted multilocational archival work, analyzing documents from the Austro-Hungarian Empire Ministry of Foreign Affairs, British Foreign Office, French Ministry of Foreign Affairs, German Foreign Office, Japanese Ministry of Foreign Affairs, Russian Foreign Office, Russian State Naval Archive, and US State Department, as well as perusing private papers and newspapers. What surfaced in these readings were disparate voices of multiple actors and their agendas concerning Korean neutrality and dynamic international relations in modern East Asia. Jin argues that although never implemented, Korean neutralization had the potential to succeed during the British occupation of Kŏmundo (1885–1887). He further points out that neutralization has recently resurfaced as a possible option for a unified Korean state to preserve its strategic flexibility amidst the US pivot to Asia and China’s re-emergence as a potential hegemon in the region. While neutralization is the focal point of the book, Jin also analyzes Korea’s complex and layered relations with China, Japan, Russia, and the United States, within the overall framework of Sino-Japanese, Anglo-Russian, and Russo-Japanese rivalries. A periphery state in the contemporary international system, Korea was forced to navigate through intricate diplomatic relations with major imperial powers. Jin skillfully directs his academic lens toward understanding the stories behind Korea’s contentious relations and the rivalries among the powers. The timespan of his study stretching from 1882 to 1907 reflects his unique periodization that offers a groundbreaking view of Korean diplomatic history from a more regional geography paradigm.
