The purpose of this paper is to empirically determine the effects of political instability on economic growth. Using the system-GMM estimator for linear dynamic panel data models on a sample covering up to 169 countries, and 5-year periods from 1960 to 2004, we find that higher degrees of political instability are associated with lower growth rates of GDP per capita. Regarding the channels of transmission, we find that political instability adversely affects growth by lowering the rates of productivity growth and, to a smaller degree, physical and human capital accumulation. Finally, economic freedom and ethnic homogeneity are beneficial to growth, while democracy may have a small negative effect.

Some say that democracy is more likely to survive under parliamentary governments. That result is not robust to the use of different variables from the Database of Political Institutions, a large new cross-country database that may illuminate many other issues affecting and affected by political institutions.This paper introduces a large new cross-country database on political institutions: The Database on Political Institutions (DPI). Beck, Clarke, Groff, Keefer, and Walsh summarize key variables (many of them new), compare this data set with others, and explore the range of issues for which the data should prove invaluable. Among the novel variables they introduce:Several measures of tenure, stability, and checks and balances.Identification of parties with the government coalition or the opposition.Fragmentation of opposition and government parties in legislatures.The authors illustrate the application of DPI variables to several problems in political economy. Stepan and Skach, for example, find that democracy is more likely to survive under parliamentary governments than presidential systems. But this result is not robust to the use of different variables from the DPI, which raises puzzles for future research.Similarly, Roubini and Sachs find that divided governments in the OECD run higher budget deficits after fiscal shocks. Replication of their work using DPI indicators of divided government indicates otherwise, again suggesting issues for future research.Among questions in political science and economics that this database may illuminate: The determinants of democratic consolidation, the political conditions for economic reform, the political and institutional roots of corruption, and the elements of appropriate and institutionally sensitive design of economic policy.This paper - a product of Regulation and Competition Policy, Development Research Group - is part of a larger effort in the group to understand the institutional bases of poverty alleviation and economic reform. Data deficiencies contribute to state fragility and exacerbate fragile states’ already limited capacity to provide basic services, public security and rule of law. The lack of robust, good quality data can also have a disabling effect on government efforts to manage political conflict, and indeed can worsen conflict, since violent settings pose substantial challenges to knowledge generation, capture and application. In short, in fragile contexts the need for reliable evidence at all levels is perhaps greater than anywhere else. The development of sustainable and professional ‘data-literate’ stakeholders who are able to produce and increase the quality and accessibility of official statistics can contribute to improved development outcomes. Good quality and reliable statistics are also required to track the progress of development policies through the monitoring of performance indicators and targets and to ensure that public resources are achieving results. While data alone cannot have a transformative effect without the right contextual incentives it is an essential and necessary prerequisite for greater accountability and more efficient decision-making. This volume explores methods and insights for data collection and use in fragile contexts, with a focus on Sudan. It begins by posing several questions on the political economy of data, and then sets out a framework for assessing the validity, reliability, and potential impact of data on decision-making in a fragile country. It also sets out insights on challenges associated with fragile states, derived from recent data collected in Sudan: the 2014/2015 DFID Sudan household survey. This includes data-driven analysis of topics including female genital mutilation, public service delivery, and the interplay of governance, service quality, and state legitimacy.
