In March 2008 the Government published "The National Security Strategy of the United Kingdom: Security in an interdependent world" (NSS) (Cm. 7291, 2008, ISBN 9780101729123). Part dealt with the contribution of the armed forces to the overarching security policy of the UK, and the Defence Committee set out to examine "how the MoD and the Armed Forces interact with other departments and agencies to ensure the safety and security of the UK". The report looks at the developing area of Parliamentary scrutiny of national security, welcomes the proposed creation of a Joint Committee on the National Security Strategy, but does question which minister will give evidence to that Committee. The vital role of the ministry of Defence is outlined, and the contribution must be appropriately understood, directed and resourced. The Committee recommends that the Government investigate how the Territorial Army could be used in civil emergencies, rather than always resorting to regular troops. It is essential that all activity relating to national security is appropriately funded from an indicative national security budget. The NSS should also make a clearer connection between the strategy and industry, and the Committee welcomes the Government's engagement with the UK Security and Resilience Industry Suppliers' Community. Current issues examined include: the London 2012 Olympic Games; maritime security - the Committee comments on only six Royal Navy ships being dedicated to this, and the level of action taken to address identified threats to aspects of critical infrastructure such as ports; the impact of current operations and the extent to which UK forces are stretched or overstretched.

The next Government must spell out more clearly the role of the UK's defence assets in our national security.

This Green Paper looks at the procurement of equipment, support, and technology for UK defence and security and follows on from the Strategic Defence and Security Review (SDSR) (ISBN 9780101794824), published on the 19th October 2010. The UK today faces a different and more complex range of threats than last century. The most serious threats include international terrorism, hostile attacks upon UK cyberspace, a major natural hazard or an international military crisis. Therefore the Government needs access to critical technologies and skills to underpin the UK's national security and to achieve these by setting out clear plans covering the following areas: (i) acquiring the equipment needed; (ii) support for the equipment and its users; (iii) investing or acquiring the necessary technologies to secure these objectives both now and in the future. This consultation paper and the responses it receives will form part of a White Paper to be published in 2011.

Exploring how intelligence professionals view accountability in the context of twenty-first century politics How can democratic governments hold intelligence and security agencies accountable when what they do is largely secret? Using the UK as a case study, this book addresses this question by providing the first systematic exploration of how accountability is understood inside the secret world. It is based on new interviews with current and former UK intelligence practitioners, as well as extensive research into the performance and scrutiny of the UK intelligence machinery. The result is the first detailed analysis of how intelligence professionals view their role, what they feel keeps them honest, and how far external overseers impact on their work Moving beyond the conventional focus on oversight, the book examines how accountability works in the day to day lives of these organizations, and considers the impact of technological and social changes, such as artificial intelligence and social media. The UK is a useful case study as it is an important actor in global intelligence, gathering material that helps inform global decisions on such issues as nuclear proliferation, terrorism, transnational crime, and breaches of international humanitarian law. On the flip side, the UK was a major contributor to the intelligence failures leading to the Iraq war in 2003, and its agencies were complicit in the widely discredited U.S. practices of torture and “rendition” of terrorism suspects. UK agencies have come under greater scrutiny since those actions, but it is clear that problems remain. This book accounts for transformations in the EU’s Common Security and Defence Policy (CSDP)during fifteen years of operations (2001-2016), and argues that the EU evolved into a softer and more civilian security provider, rather than a military one. This learning process was driven by transnational communities of experts and practitioners, which acted as engines of change. Giovanni Faleg analyses two innovative concepts introduced in the EU security discourse since the late 1990s: security sector reform (SSR) and civilian crisis management (CCM). Both stem from a new understanding of security, involving the development of non-military approaches and a comprehensive approach to crisis management. However, the implementation of the two policy frameworks by the EU led to very different outcomes. The book explains this variation by exploring the pathways by which ideas turn into policies, and by comparing the transformational power of epistemic communities and communities of practice. “/p>
