Ostensibly it is propaganda to impress American workmen with its advanced ideas as to the right to work, the eight hour day, the protection of women and children in industry, and unemployment and disability insur ance. As a matter of fact, however, it shows a state of ad airs with reference to labor which is anything but enlightened. By it labor is put back into a state of serfdom and oppression the like of which has not been known for a century. If every Ameri can workman could read this labor code carefully he would be thoroughly disillusioned as to the claim that the Soviet Government of Russia is a working man's government or that it has interested itself in the welfare of labor. It has, on the contrary, im posed a tyranny which has deprived labor of all the rights and privileges hitherto attained. Excerpt from The Code of Labor Laws of Soviet Russia Every laborer must carry a labor booklet, which is like a passport. In it must be entered every payment he receives, the hours he works or is absent, the group and category to which he has been assigned by the Valuation Commission, and every other detail of his life and activity. A wage earner must present his booklet upon the request of any of the authorities or institutions. "A wage earner is not permitted to change from one job to another except by the permission duly certified by the labor authorities, under whom he becomes virtually an industrial serf hound to his job. If a man wishes to quit work, he must secure a certificate from the bureau of medical experts proving his disability, and whether it is temporary or permanent. Leaves of absence may be granted by agreement between the management of enterprises and workmen's committees, but a wage earner shall not be allowed to work for remuneration during his leave of absence. "No American workman should (would?) submit for a moment to such a tyrannical and oppressive system and a reading of this code shows clearly how far the autocracy at Moscow has gone in the direction of reaction and destruction of the liberty and right of the individual." Excerpt from The Marriage Laws of Soviet Russia: Complete Text of First Code of Laws of the Russian Socialist Federal Soviet Republic Dealing With Civil Status and Domestic Relations, Marriage, the Family and Guardianship So in this code of laws relating to civil status and domestic relations there may be discerned three strains which mark them as the characteristic expression of the proletarian power in its struggle to bridge the transition from the old order to the new. There are, first, those aggressively revolution ary provisions aimed at the destruction of the old order; secondly, there are the temporary expedi ents which, while recogmzmg the stubborn survival of old conditions within the new order, Operate to accelerate their disappearance; and, finally, there are here also truly socialistic forms, the construct ive foundations of the new organization. In the first category, among the aggressively revolutionary features of this code, are the sharp blows struck against old oppressions, against ancient class pri vileges and barbaric taboos. Such are the clauses aimed against the domination of human relations by the temporal power of a corrupt clergy, the provisions for the abolishment of inheritance, therecognition of the social obligation for the care of children, the re-establishment of the family on the basis of descent, and the removal of the cruel dis criminations against so-called illegitimate chil dren. These provisions, to be sure, are not all es. Sentially socialistic. Certain reforms in these di rections have been accomplished in the bourgeois states of the west. But in Russia it was left to the proletariat to accomplish many revolutionary changes which the bourgeoisie had failed to accom plish. The western reader, who is at least familiar with, if not altogether habituated to, such ideas as the separation of Church and State, equality of the sexes, and the recognition of the rights of illegiti mate children, must be constantly reminded of the heavy burden laid upon the Russian proletariat by the economic and social backwardness of the country at the moment of the revolution. The full significance of such an achievement as this code can only be realized in the light of these special difficulties involved in the proletarian struggle in Russia. The Russian workers had not only to de stroy capitalism; they had also to attack the rem nants of feudalism which the Russian bourgeoisie had been too inert and too timid to disturb. Sharp. C'riticism was levelled against the measure for the registration of marriages under the Soviet regime: registration of marriages, officialisation pf marriages, what land of socialism was this, our critics told us. No registration was needed It is true that in a socialistic state, using the words of Ka'utsky, (vide p.. 255 German edition of his multiplication and development in nature and in society) the legalised forging together of anan and woman is quite out of place. But this deals with the permanently established socialistic form' of the state. And we are passing through a period of transition. And it is in fact here that the meaning of what we said above becomes plain, namely, that at first sight a radical 'desire to take a clean jump into the future may in fact be a standing at the same old place or even a step backward.
