Army Doctrine Publication (ADP) 6-0 presents the Army's guidance on command, control, and the mission command warfighting function. This publication concisely describes how commanders, supported by their staffs, combine the art of command and the science of control to understand situations, make decisions, direct action, and accomplish missions. The principal audience for ADP 6-0 is all professionals within the Army. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine on command and control of joint or multinational forces. Trainers and educators throughout the Army will also use this publication. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. ADP 6-0 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated.

This book examines numerous topic areas that are considered to be especially relevant for making a strategic leader development investment. The topics covered are areas that have theoretical and empirical connections to important aspects of growth, change, adult development, and underlying abilities, skills, and competencies needed to lead effectively in times of great complexity. In addition, these are investment areas identified by the U.S. Army--a world-class organization faced with the need for radical transformation--as particularly relevant for success and survival. This book identifies key concerns in developing leaders and leadership, and in transforming organizations to better meet the challenges of a complex world. There are two aspects of this book that distinguish it from the numerous existing volumes on leadership in the scholarly and popular-press literatures. There are many offerings on the topic of leadership, but relatively few that focus on leader development--especially from a scholarly, academic perspective. Also, this volume offers a unique perspective in examining those underlying psychological competencies and processes that are viewed as especially relevant for leader development. The chapters that are collected in this edited volume were originally commissioned by the U.S. Army Research Institute as "white papers" to better help Army officers and researchers understand important issues in leader development. "This report briefly summarizes a review of 83 documents that focused on how the Army and its environment might be changing in the future, and what these changes could mean for leadership practice, leadership development, and other important organizational policies. The reports and presentations reviewed were prepared from 1990-1999 with the majority written over the last three years. These documents were reviewed to answer two central questions: (1) What is the Army's operating environment likely to be in the future? and (2) What do environmental changes mean for leadership practices and leader development? The review of the 83 reports indicated significant changes in six environmental sectors: geopolitical, technological, economic, socio-cultural, and demographic. The results of the review are organized around four topics: (1) leadership performance requirements resulting from changes in the Army's operating environment; (2) the leader attributes that contribute to leader effectiveness; (3) the assessment and selection of Army officers; and (4) the training and development of officers.
