This edited volume approaches regionalism as one potential pattern in a changing global order. Since the end of the Cold War, different forms of territorialization have emerged and we are confronted with an increasing number and variety of actors that are establishing regional projects. This volume offers an innovative contribution to the study of this new complexity by exploring constellations of regional actors, spatial scales and imaginations beyond state-centred perspectives as well as on multiple, often overlapping levels. The chapters analyse the emergence, trajectories and outcomes of regionalisms from the perspective of the Global South, specifically concentrating on regional projects in Latin America and Africa, but also in the Asia-Pacific. While ports are traditionally considered national infrastructure sites that connect states to global markets, special economic zones and past free ports are portrayed as threats to national sovereignty. This book calls these narratives into question as it explores the history of planning Mumbai’s ports and free zones during periods of global and regional transition from the British Raj, to national independence, to economic liberalization. The book opens with a study of an unsuccessful plan hatched by merchants in 1833 to make Bombay a free port to deal with an emerging British India and the advent of free trade. The book ends with how India’s current special economic zones and emphasis on port expansion are part of broader goals to reposition India in transregional Asian trade, to connect Mumbai with northern India, and to enact local plans for a global city that threaten the very port that first connected Mumbai to the world. To understand the functionality of these port and zone projects beyond typical policy prescriptions, this book proposes portals of globalization as a spatial format that fosters processes of reterritorialization.

The global 'financial' crisis at the turn of the decade has accelerated changes in the relative standing of major regions. As both the US and Eurozone economies have confronted a series of setbacks and struggles to find their second breath, so Asia, Latin America and even Africa have picked up the slack and have been able to maintain high levels of growth. The resilience of the Global South questions whether we are witnessing an evolution towards a regional rebalancing or even global restructuring. This responding volume has four interrelated topics. It explores the transformation taking place in/with regard to the financing of development in the Global South and the apparition of new players in the field. The emergence of 'New Regionalisms' in the South and the usefulness of these experiences for comparative studies of regional relationship is explicated. It turns its attention to new forms of transnational governance that are emerging and the role that a novelty of actors play in this 'new multilateralism'. Finally, it looks into the implications of this trio of novel directions and players for analyses and policies.
