This report presents a discussion of articulation and transfer between community colleges and four-year institutions and points to future directions for transfer education. Chapter I examines the current situation regarding transfer education including background information on transfer enrollments; a summary of the literature on transfer enrollments, and performance and persistence; performance and persistence in California and other states; and the implications of the current situation for public policy. Chapter II discusses statewide articulation and transfer and identifies three types of statewide and/or transfer agreements (i.e., formal and legally based policies, state system policies, and voluntary agreements between individual institutions or systems), and provides examples of each of these types of agreements. This chapter also examines the transfer of vocational-technical credits and the transfer potential of upper-level universities. Chapter III reviews significant developments on the international scene including an assessment of developments in Canada, the United Kingdom, Scandinavia, and Ireland. Finally, chapter IV examines some new developments in transfer education including the shift in attention from traditional college students to "the new clientele"; transfer relationships with business/industry, proprietary schools, and the military; major projects undertaken to promote the study of articulation and transfer; and current trends in the area of articulation and transfer. The editors of AEHJ encourage communication between scholars from numerous disciplines, nationalities, institutions, and backgrounds. Authors come from a variety of disciplines including political science, curriculum, history, philosophy, teacher education, and educational leadership. Acceptance for publication in AEHJ requires that each author present a well-articulated argument that deals substantively with questions of educational history. AEHJ will accept two types of original unpublished manuscripts not under consideration by any other journal or publisher, for review and potential publication. The first consists of papers that are presented each year at our annual meeting. The second type consists of general submission papers received throughout the year. General submission papers may be submitted at any time. This handbook is designed to provide practical assistance to four-year institutions in their efforts to facilitate and increase the flow of students from two-year colleges into baccalaureate programs. The practical lessons offered are derived from a project of the Association of American Colleges (AAC) and the Andrew W. Mellon Foundation involving 12 public and private four-year colleges and 34 community colleges. The first section addresses issues relating to transfer from two-year to four-year institutions. The first chapter sketches the current situation and the reasons for concern, discusses the role of four-year institutions in fostering transfer, and examines ways in which the obstacles to transfer may be reduced. The second chapter describes the AAC/Mellon transfer project linking community colleges with four-year colleges for improved communication, policy formation, and flow of transfer students.
