This annual report from the Chief Inspector is underpinned by the findings of more than 8,500 inspections carried out in 2012-13 of schools, adult learning and skills and colleges. The Chief Inspector points to signs that England's education system is gradually improving. Nearly eight in ten schools in England are now judged good or better, the highest proportion since Ofsted was founded 20 years ago, with the improvement most marked in primary schools. The further education and skills sector has also seen improvements with 71% of all providers being judged good or outstanding, a seven per cent increase on the previous year. The report notes that academies are now well-established with over half of secondary schools now academies. But three factors are seen to be impeding educational progress: too much mediocre teaching and weak leadership; regional variation in the quality of education; the significant under-achievement of children from low-income families, particularly white children. The report investigates these factors, highlighting good and bad instances and stressing the need for better performance and raising of standards so that all pupils receive the education they deserve.

Ofsted today publishes the Annual Report 2010/11, drawing on over 31,000 inspection visits across the schools, early years, children's social care and learning and skills sectors in England. Launched by Her Majesty's Chief Inspector Miriam Rosen, this in-depth analysis provides an insight into the quality of those services for children and learners, what is working well and what needs to improve. The report highlights how an inadequate inspection judgement, whether for a children's home or a school, a college or a nursery, can be an important catalyst for change. For example, the total number of schools in a category of concern - that is judged to be in special measures or being given a notice to improve - reduced from 553 at the end of last year to 451 at the end of August 2011. Over a fifth of schools judged inadequate at their previous inspection were found to be good or better when inspected again this year. In addition, schools are now emerging from special measures faster than the previous year - after an average of 18 months rather than 20. In inspections of local authorities'; children's social care, where Ofsted completed the second full year of unannounced inspection of contact, referral and assessment arrangements, weaknesses identified the previous year had been addressed in the great majority of cases.

This section evaluates the effectiveness with which providers seek to address three important matters: improving the life chances of the least advantaged members of society through excellence in provision; safeguarding children and young people from neglect, abuse and other forms of harm; and enabling learners to acquire the skills they need to succeed in their working lives. The Chief Inspector is encouraged by the recognition that much is going well for so many children, young people and adult learners, but frustrated that there is still too much that is patently inadequate and too many settings and institutions where the rate of improvement is unacceptably slow.

This OFSTED annual report has a commentary on some of the current issues of importance and contains the evidence from the year's inspections. The report identifies particularly successful schools. The report notes the proportion of these, particularly primary schools, that serve economic and social deprived communities. The report is intended to be of interest to parents, teachers, headteachers, governors and policy makers and to contribute to the debate on standards and the quality of education. The report shows steady improvements in the quality of education and the standards achieved by pupils. The report has key messages. The quality of teaching and that of leadership and management are improving and standards are rising. Primary schools are doing better than ever but secondary schools, despite some improvements, are not building on the attainments of pupils. The extent of improvement is still to variable, especially in secondary schools. There is a need to vigorously and innovatively tackle teacher recruitment. OFSTED will continue to try to cut back on the administrative demands of inspection and the Government has pledged to reduce the bureaucracy involved with education. The focus of OFSTED's future programme of work is outlined in the report. A statistical summary is included as an annex.

The 2008/09 Annual Report principally presents evidence from inspection and regulatory visits undertaken by Ofsted between September 2008 and August 2009. Evidence is taken from inspection activity across the full range of Ofsted's remit, including childcare, children's social care, local authority services for children and provision for education and skills in schools, colleges and adult learning.The commentary and the report itself draw on an extensive evidence base including evidence from some 40,000 inspections and regulatory visits. The overall picture of the quality of provision is positive and much inspection evidence is generally encouraging. The report also provides evidence of sustained improvement over the past four years, but real concerns remain as there are still too many providers that are mediocre or worse. The report highlights specific concerns within each area of Ofsted's remit. Given the considerable progress made over recent years in increasing the proportion of outstanding and good settings, the greatest challenge across childcare, social care, education and the skills sector is to raise satisfactory provision to the level of good or outstanding. There is no reason why every setting, every school and college, and every provider, should not aspire to be good and working towards excellence.
