Excerpt from The Alcohol Factor in Social Conditions: Some Facts for Reformers The Operations of the League are directed to producing in the public mind an intelligent and conscientious conviction in regard to what should be the individual and collective attitude towards the use of Alcoholic Beverages. It Has Specialized for half a century in influencing the Medical Profession to engage in research into the nature of Alcohol and its effects, in small as well as large doses, upon the human organism in health and disease. It Has Influenced the Teaching Profession to encourage Scientific Instruction on Temperance in the Schools, into which it introduced the first chemical lectures fifty years ago. It Approached the Churches of all Denominations at their Annual Assemblies, and by the circulation of special literature; thus was created within religious circles an aggressive movement for Temperance. It Commenced to impress the Commercial Classes at the first Mansion House Meeting half a century ago, and has formed a Temperance Fellowship for the Leaders and Officials of Industrial Organisations. It Has Formulated evidence derived from conferences of City Missionaries, Poor Law Officers, School Visitors, and other Social Workers, upon the Relation of Alcohol to Child-life, Environment, Destitution and Crime. It Has Held an important Inquiry as to the Incidence of Temperance Reform to recent developments in Social Investigation, Administration and Legislation, which has afforded the useful evidence contained in the following pages. These Operations are continued, and are supplemented by upto-date measures, as opportunity is afforded by the Funds supplied by the Members of the League - who, being abstainers, subscribe 2s. 6d. annually (those contributing 10s. receive regularly the National Temperance Quarterly) - and by those who sympathise with its non-political, unsectarian, scientific and constructive methods. Research on alcohol-related consequences has traditionally focused mainly on health aspects of alcohol consumption or effects which can be more easily quantified or measured. It is evident that alcohol has many consequences which can be characterised as `social' in nature and which are not, or not only, medical and are directly health-related. Such consequences include violence, crime, and psychosocial factors. The increasing relevance of consequences of alcohol consumption other than medical is also reflected in the second European Action Plan 2000-2004 of WHO, aiming at the prevention and reduction of harm done by alcohol to the health and wellbeing of individuals, families, and communities. This book attempts to provide a comprehensive overview of social consequences of alcohol consumption on the individual, group, organisational, and societal level. It is a result of a two-year collaborative study under the leadership of WHO-Euro with the participation of alcohol researchers from Finland, Germany, Norway, Scotland, and Switzerland. The first three volumes of this series have dealt with materials which generally justify the title, The Biology of Alcoholism. This is only remotely true of the present volume, Social Aspects of Alcoholism, or of the final volume to come, Treatment and Rehabilitation. Except for small portions of the treatment section which involve pharmacotherapy, much of these last two volumes deals with the psychological aspects of alcoholism and still more with the social. It is interesting to review the evolution of this new pattern over the past seven years, a pattern which, had it existed initially, would have resulted, if not in a dif ferent format, at least in a different title. Our initial selection of areas to be covered was influenced by our desire to present as "hard" data as possible, in an attempt to lend a greater aura of scientific rigor to a field which was generally considered as "soft. " When we completed our review of this material in volumes 1-3, we recognized that what we might have gained in rigor, we had more than lost in completeness. These volumes presented a picture of a biological disease syndrome for which the remedies and preventive measures were presumably also biological. And yet, most workers in the field readily accept the significant contributions of psychological and social factors to the pathogenesis and treatment of alcoholism.
