The AU's normative commitments to a protection agenda The norms underpinning the AU's emerging peace and security regime resonate closely with elements of the protection framework found in The Responsibility to Protect. [...] Critically, the PSC explicitly stated that "protection of the civilian population" would be a primary objective of this invigorated mission, along with the disarmament and the neutralisation of the Janjaweed and the facilitation of the delivery of the humanitarian assistance.113 In October 2004, the PSC released another communiqué, expounding the revised mandate of the expanded AU deployment. The work was based on a synoptical review of related literature actions and policies. An attempt was also made in classifying the different types of conflicts and related resolution strategies. Africa has been embroiled in a plethora of intra- and interstate conflicts. Most of these conflicts had a transnational character and generated consequences that had implications for regions beyond those in which they occurred. The quest for peace on the continent had remained a critical subject matter, which was at the core of the establishment of both the Organization of African Unity (OAU) and its successor, the African Union (AU). African conflicts are classified into six groups as follows: interethnic conflicts, interstate conflicts, liberation conflicts, civil rights conflicts, annexationist conflicts, and political transition conflicts. The key AU Organ for promoting peace and security on the continent is the Peace and Security Council (PSC) which is the standing decision-making organ of the AU for the prevention, management, and resolution of conflicts. The Continental Early Warning System (CEWS) is one of the pillars of the African Peace and Security Architecture Leone in the early years of the ECOWAS/ ECOWAS Cease-Fire Operation Monitoring Operation Group (ECOMOG) contributed to the consolidation of mechanisms for conflict prevention and peace building in West Africa. Africa has made remarkable progress in resolving many complex and old conflicts across the continent. Despite this progress, however, millions of people continued to be adversely affected by the consequences of conflict. It is also obvious that the peace achieved is fragile and can not be sustained in the long term, so long as the underlying causes and the needs of the affected populations are not effectively addressed.

This book examines the role of the emerging African nations in the new international order of the twenty-first century. Since the end of the Cold War, little significance has been placed on the African continent in the security and political considerations of the Western world. However, post-9/11 international security has been redefined, and new challenges have been identified. Thus, at the beginning of the twenty-first century, Africa is facing a variety of new security challenges. Africa has become an increasingly important battleground in the fight against terrorism. Since the beginning of 2011, the new revolutions, now known as the Arab Spring, that swept through North Africa have created new challenges for the African continent and are compounding the African peoples’ struggles for poverty alleviation, state stability, security, socio-political and socio-economic development, democracy, and good governance. In addition to these crises of civil war, ethnic conflict, state insecurity, and rampant corruption at all levels, the HIV/AIDS pandemic has ravaged the continent for the past four decades. The only major pan-African organization—the African Union—is unable to lead and defend the continent effectively. At this crucial period when the continent is confronted with these myriad of security challenges, it needs effective, strong leadership that possesses both human and natural resources to play a leadership role in Africa and lead the continent in the new global order of the twenty-first century. The contributors to this volume analyze many of these issues and place them in the wider context of global security.
