Every one will also admit that it is composed of different parts, possessed Of unequa'l shares of privilege and responsibility, but all alike rejoicing in the common life that is the result of his toric continuity, in a common head, a common flag, common citizenship, a common Court of Appeal, and in the fact that each part claims the. Right to be defended against all enemies by the force of the whole Empire. In other words, there is union now in the form Of a kind of Federation. It is admittedly imperfect, but I would like to know of a perfect Federation. Even if you could get it, . You Would find that it Would not stay perfect. Every one then who is in favour Of preserving the present union is a Federationist. He must be in favour, too, Of taking all necessary means to preserve the union, for he who wills the end Wills also the means.
