Before the Appropriations Subcommittee on Energy and Water Development and requested a total of $189 million for FY 1994. $100 million would be for the Appalachian Development Highway Program; million for the Business and Human Development Program and million for salaries and expenses. About 73 percent of the highway system miles have been constructed. The remaining cost to complete the system is estimated at billion in Federal funds at 80 percent of the remaining costs. The Public Works and Transportation Committee, in its FY 94 Views and Estimates Report to the Committee on the Budget in March of this year: had made budget suggestions for eda and arc on the basis of information available at that time. For eda. The Committee recommended last. Year's level of funding of $244 million plus an additional $33 million. Which had already been identified in President Clinton's economic package for defense reinvestment and transition. For a total $277 million. For arc. The Committee suggested accepting the current Administration's proposed freeze for fy94 at the FY 93 level of $190 million (which turned out to be $189 million).
