The Committee's report examines issues relating to the 2006 EC Budget and seeks to scrutinise the UK Government's position before the European Commission's preliminary draft budget is considered at the Budget Council on 15 July 2005. The Government has highlighted four priorities for the 2006 Budget, to ensure overall budget discipline; to make realistic forecasts for Common Agricultural Policy and Structural Fund payments; to scrutinise the financing of external actions (such as external relations, development assistance to non-EU countries and humanitarian aid); and to achieve administration costs savings. The report also considers issues regarding the Financial Perspective and the UK rebate. Conclusions drawn include support for the UK position that unless there is real reform of the CAP, the UK rebate should remain.

This volume sets out to explain the conditions that have favoured the expansion of the European social dimension during the turbulent decade of 2010–20, when Europe was confronting strong countervailing pressures, including the euro crisis, the refugee crisis and the COVID-19 pandemic. The study begins by diagnosing a widespread, although slow-burning, crisis across the European Union (EU) resulting from the cumulation of social problems and the systemic tension between EU market integration on the one hand and nationally bounded welfare states and the other. Eight in-depth case studies analyse the political dynamics behind a variety of EU social initiatives aimed at addressing the consequences of free movement of workers, youth unemployment, poverty, eroding wages, environment and climate change, and the COVID-19 pandemic. To identify the specific drivers of EU social policymaking empirically, the authors have reconstructed the struggles over concrete policy proposals as they unfolded in the European multilevel setting. The general review of the European Union’s budget scheduled for the years 2008 and 2009 offers a unique opportunity for reflections. Explicitly this review is “without taboos” so that also substantive changes can and should be debated. Without doubt much better budgetary systems can be imagined compared to the status quo of the EU budget which is the outcome of a path-dependent process and where many details are only understandable by taking account of the historical context of past decisions. However, even if much better systems could be designed in theory, each reform suggestion, in the end, must pass the reality check of fi- ing unanimous support from all 27 member countries. This restriction heavily l- its the universe of available reform options. Faced with that difficulty the ZEW project team embarked on the adventure to think about possible reform options for the future EU own resource system. This volume documents the conclusions. At first sight our reform suggestion may - pear to be of a rather piecemeal nature since we recommend a reform model with strong ties to the status quo. Nevertheless, we are convinced that our seemingly minor changes will set the budget on a path towards a more rational European budget which, in the end, will create leeway for financing European policies with a true European value added. We gratefully acknowledge financial support from the German Federal Min- try of Finance in conducting this study.

The Budget sets out the Government's plans for taxation, public spending and economic growth for the coming year. It focuses on providing support for pensioners and families, increasing employment opportunities and protecting the environment. Measures announced in the 2007 Budget include: basic rate of income tax to be reduced from 22 pence to 20 pence from April 2008; higher rate income tax threshold to be raised by £800 a year in April 2009; Working Tax Credit threshold to be increased by £1200 to £6420 in April 2008; higher personal allowances for those aged 65 or over to be raised by £1180 in April 2008; Child Tax Credit to be increased by £150 per year in April 2008 and Child Benefit for the eldest child to be raised to £20 a week in April 2010; headline Corporation Tax to be lowered from 30 per cent to 28 per cent from April 2008; increase of 2 pence per litre in fuel duty rates from 1 October 2007; changes to Vehicle Excise Duty for the next three years, with rates for the most polluting cars rising to £400 and for clean cars falling to £35; duty on beer and cider rises to 1p a pint, 5p for wine, 11p for cigarettes; Inheriatnce Tax threshold will rise from £285,000 to £350,000 in 2010; ISA savings limit up from £3,000 to £3,600; measures to improve energy efficiency of all homes by the end of the next decade.
