Lethality evaluation tests of anti-armor missile systems require flight-test of tactical missiles against threat targets under highly controlled impact conditions. Variables such as terminal dive angle, impact velocity, missile orientation at impact, hit-point on the target, and shot-line through the target all must be carefully controlled and documented to properly evaluate and analyze the damage caused and extrapolate this data to other impact conditions. Development missile systems have difficulty achieving control of the impact conditions at early stages in the program due to immature or nonexistent missile guidance technologies and hardware.

The U.S. Army Defense Ammunition Center (DAC), Validation Engineering Division (SOSAC-DEV) was tasked by the Transportation Engineering Division (SOSAC-DET) to conduct transportability testing on the Strategic Configured Load (SCL) 24 - ATACMS. The SCL 24 - ATACMS was tested in accordance with TP-94-01, 'Transportability Testing Procedures'. Based on our review and evaluation of the tests, the SCL 24 - ATACMS, as currently designed, is considered to be adequate and safe for the transport of ammunition.

This thesis evaluates the Navy's test and evaluation (T and E) process for air-launched guided missiles, identifies T and E management problems, and proposes utilization of a particular test program strategy. Many changes have been made to improve the T and E process, but some of these have resulted in costly inefficiencies. Contributing problems include: the operational test agencies do not participate adequately in early test planning, excess duplication exists in testing done by major participants in the Navy air-launched guided missile T and E process, lack of definition of a mission profile leads to improper and inadequate testing of air-launched guided missiles, and numerous other T and E management problems. The utilization of an Integrated Test Program approach for air-launched guided missile T and E is proposed. Test data from contractor demonstration tests, limited TECHEVAL, and OPEVAL would be pooled to confirm compliance with specification requirements and verify operational effectiveness and suitability.
