The project “Implementing the socio-ecosystem approach to conserve and sustainable use biodiversity in the Caribbean Region of Colombia” was financed by the GEF, implemented, and executed by FAO. The results of the evaluation highlight the relevance of the project to reduce the degradation and fragmentation of the strategic ecosystems of the Caribbean Colombian area, increase and improve the provision of goods and services from agricultural and forestry production. It was also found a high effectiveness of the project in obtaining the expected results, exceeding in some cases, the established goals. Likewise, the processes and mechanisms implemented by the project for the involvement of relevant stakeholders generated a very high ownership of the project. Due to the successes achieved, the evaluation identified good practices and lessons learned that may be useful for the design of similar projects. Among the main areas for improvement that were identified, is to improve the design of goals related to the impact on policy instruments and the determination of co-financing by the project partners; the institutionalization of the Regional Strategy of Socioecosystemic Connectivities to ensure its replicability and the revision of the tool for monitoring the effectiveness in the management of the GEF.

This book provides an empirically formulated foundation for conflict-sensitive conservation, a field in which the existing literature relies primarily on anecdotal evidence. Seeking to better understand the impact of conflict on the implementation and outcomes of environmental projects, the Global Environment Facility (GEF) Independent Evaluation Office and the Environmental Law Institute undertook an evaluation of GEF support to fragile and conflict-affected contexts. Following a qualitative and quantitative analysis of documents from more than 4,000 projects, the research team discovered a statistically significant negative correlation between a country’s Fragile States Index score and the implementation quality of environmental projects in that country. In this book, the evaluation and research team explain these groundbreaking findings in detail, highlighting seven key case studies: Afghanistan, Albertine Rift, Balkans, Cambodia, Colombia, Lebanon, and Mali. Drawing upon additional research and interviews with GEF project implementation staff, the volume illustrates the pathways through which conflict and fragility frequently impact environmental projects. It also examines how practitioners and sponsoring institutions can plan and implement their projects to avoid or mitigate these issues and find opportunities to promote peacebuilding through their environmental interventions. As the biodiversity crisis worsens, its impact on economic and social development is becoming increasingly apparent. Strategies to tackle environmental degradation and climate change must therefore focus on ensuring that ecosystems can respond to high levels of pressure while continuing to provide services indispensable to human development and to life. Evidence is pointing to a bleak outlook if we continue on our current trajectory. A recent assessment by the Inter-governmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) showed that we are not on track to meet goals for the conservation of biodiversity or its sustainable use. According to the report, the only way to meet international targets on biodiversity (Aichi targets) and sustainable development (Agenda 2030) is through truly transformative change. A crucial step in this direction will be getting consensus on the need for a global agreement on the conservation and sustainable use of biodiversity for the post-2020 period. The European Union (EU) is committed to contributing to this outcome. Through initiatives like B4Life and the European Green Deal1, it promotes biodiversity conservation and sustainable development, in developing countries as well as on a global scale. Based on the findings of recent studies and the input of numerous local and international specialists, Larger than Jaguars provides guidelines for a strategic approach to biodiversity conservation for Latin America and the Caribbean (LAC). Similar detailed studies were conducted by the European Commission in Africa (Larger than Elephants) and in Asia (Larger than Tigers), providing a valuable basis for decisions in biodiversity conservation aligned with human development. The findings will not only feed the strategy of the EU to establish strong partnerships with LAC based on common values and shared interests, but are also meant to contribute to converging actions by all stakeholders in favour of ecosystem conservation and enhancement. This proposal is in line with the political document European Union, Latin America and the Caribbean: joining forces for a common future (16 April, 2019), presented by the EU High Representative and the European Commission. This latest document emphasises the importance of preserving biodiversity, moving towards a green and circular economy, and fighting climate change. It also emphasises the common interests of the EU and the countries of the region, as well as their close collaboration in the international arena for the definition of global agendas, such as the Paris Agreement or the Sustainable Development Goals (SDGs) of the United Nations.

The Darwin Elasmobranch Biodiversity Conservation and Management project in Sabah held a three-day international seminar that included a one-day workshop in order to highlight freshwater and coastal elasmobranch conservation issues in the region and worldwide, to disseminate the result of the project to other Malaysian states and countries, and to raise awareness of the importance of considering aspects of elasmobranch biodiversity in the context of nature conservation, commercial fisheries management, and for subsistence fishing communities. These proceedings contain numerous peer-reviewed papers originally presented at the seminar, which cover a wide range of topics, with particular reference to species from freshwater and estuarine habitats. The workshop served to develop recommendations concerning the future prospects of elasmobranch fisheries, biodiversity, conservation and management. This paper records those conclusions, which highlight the importance of elasmobranchs as top marine predators and keystone species, noting that permanent damage to shark and ray populations are likely to have serious and unexpected negative consequences for commercial and subsistence yields of other important fish stocks.
