Book Description
Homeland Security and Governmental Affairs Committee Chairman Joe Lieberman, ID-Conn., and Ranking Member Susan Collins, R-Maine., Tuesday warned the American people not to lower their guard against terrorism now that the tenth anniversary of 9/11 has passed. At the Committee's annual hearing to assess the terrorist threat against the U.S., Homeland Security Secretary Janet Napolitano, FBI Director Robert Mueller and National Counterterrorism Center Director Matthew Olsen agreed that while al Qaeda's leadership has been degraded, the terrorist threat was more "complex and diverse" than it was 10 years ago, and violent Islamist extremists working by themselves in this country, perhaps U.S. citizens, posed a particular threat.

Book Description
This book provides a multifaceted array of answers to the question, In the ten years since the 9/11 terrorist attacks, how has America responded? In a series of essays, RAND authors lend a farsighted perspective to the national dialogue on 9/11's legacy. The essays assess the military, political, fiscal, social, cultural, psychological, and even moral implications of U.S. policymaking since 9/11. Part One of the book addresses the lessons learned from America's accomplishments and mistakes in its responses to the 9/11 attacks and the ongoing terrorist threat. Part Two explores reactions to the extreme ideologies of the terrorists and to the fears they have generated. Part Three presents the dilemmas of asymmetrical warfare and suggests ways to resolve them. Part Four cautions against sacrificing a long-term strategy by imposing short-term solutions, particularly with respect to air passenger security and counterterrorism intelligence. Finally, Part Five looks at the effects of the terrorist attacks on the U.S. public health system, at the potential role of compensation policy for losses incurred by terrorism, and at the possible long-term effects of terrorism and counterterrorism on American values, laws, and society.--Publisher description.

Book Description
In seeking to evaluate the efficacy of post-9/11 homeland security expenses--which have risen by more than a trillion dollars, not including war costs--the common query has been, "Are we safer?" This, however, is the wrong question. Of course we are "safer"--the posting of a single security guard at one building's entrance enhances safety. The correct question is, "Are any gains in security worth the funds expended?"In this engaging, readable book, John Mueller and Mark Stewart apply risk and cost-benefit evaluation techniques to answer this very question. This analytical approach has been used throughout the world for decades by regulators, academics, and businesses--but, as a recent National Academy of Science study suggests, it has never been capably applied by the people administering homeland security funds. Given the limited risk terrorism presents, expenses meant to lower it have for the most part simply not been worth it. For example, to be considered cost-effective, increased American homeland security expenditures would have had each year to have foiled up to 1,667 attacks roughly like the one intended on Times Square in 2010--more than four a day. Cataloging the mistakes that the US has made--and continues to make--in managing homeland security programs, Terror, Security, and Money has the potential to redirect our efforts toward a more productive and far more cost-effective course.
