Inexpensive telecommunications, the spread of computing, and globalization are creating major change in the location of work within and between countries. Because no tools have yet been developed to investigate the new spatial employment patterns, a cluster analysis involving more than 50 variables and 206 countries was performed to group countries and identify their position in the emerging global division of labor in information-processing work. The analysis identified qualitative and quantitative changes occurring in the organization of distribution of work. Special attention was paid to the following: call centers (centers in remote locations at which functionally specialized workers with a telecommunications link to customers are concentrated); off-shore data processing; and development of the export software industry in countries such as India, the Philippines, Russia, and Bulgaria. Data about the numbers and characteristics of home-based teleworkers in the United Kingdom that were drawn from the UK Labour Force Survey were also used in the analysis. The following factors associated with high and low rates of teleworking were discussed: cost and availability of information and telecommunications technology; differing sectoral and occupational structures; urbanization; household size and structure; and national regulatory context. Inhaltsangabe:Einleitung: Die vorliegende Arbeit kann in das Rahmenthema Möglichkeiten der modernen Telematik für die Entwicklung ländlicher Räume eingeordnet werden, zu dem schon viel publiziert wurde. Die Themen Telearbeit und Telezentren wurden dabei unter mehreren Gesichtspunkten wissenschaftlich bearbeitet, die Bandbreite der Untersuchungen reicht von Arbeiten über die allgemeine Bedeutung von Telezentren für die Regionalentwicklung bis hin zu Analysen über die Arbeits- und Organisationsstrukturen von Telearbeit und Telezentren aus organisationspsychologischer Sicht. Während allerdings bei den meisten wissenschaftlichen Arbeiten zu diesem Thema die theoretischen Einflüsse von Telearbeit und Telezentren auf den ländlichen Arbeitsmarkt im Mittelpunkt des Interesses stehen, ist es Ziel dieser Arbeit, die Diskussion über den Sinn oder Unsinn von Telearbeit und deren Beitrag zur wirtschaftlichen Entwicklung ländlicher Regionen auf eine solide empirische Basis zu stellen. Dazu werden case studies von Telezentren durchgeführt, die auf eine bereits mehrjährige praktische Erfahrung zurückblicken können. Als Ergebnis wird zuerst eine klare Typisierung von Formen von Telezentren entwickelt, denen dann typische geographische und interne Parameter des Erfolges zugewiesen werden konnten. Als Untersuchungsgebiet wurde Großbritannien gewählt, da dort europaweit einige der ersten Telezentren errichtet wurden und sich daher bereits ein großer Erfahrungsschatz zum Thema Telezentren und Telearbeit angesammelt hat. Das ist von umso höherer Bedeutung, als der Erfolg von Telezentren erst nach einem gewissen Zeitraum abzuschätzen ist, nachdem Kinderkrankheiten bekannt geworden sind und sich erfolgreiche bzw. weniger erfolgreiche Strategien eines Telezentrums herausbilden konnten. Da eine Typisierung von Telezentren und die geographischen und internen Erfolgsparameter eines Telezentrums bisher in der Literatur wenig behandelt worden sind, betritt diese Arbeit relatives Neuland und muss daher eher in die Tiefe gehen als in die Breite . Eine quantitative Untersuchung zu diesem Themenbereich wäre wegen der unzureichenden Vorkenntnisse über das Untersuchungsobjekt von geringem Wert. Daher stützt sich der empirische Teil dieser Arbeit auf Methoden der qualitativen Sozialforschung. Since the 1970s there has been widespread debate on the potential of information communication technologies on the organization of work and in particular, the implications of and opportunities engendered through telework and the decentralization of the workplace. However, despite the possible spatial, cultural, social and economic implications, much of the telework debate has been informed by anecdotal examples, journalistic reporting and individual forecasts. This book aims to further the debate by analyzing the scale, nature and experience of telework in the countryside. It examines how and by whom, telework is set up, and what policy and social changes are taking place to facilitate it in rural areas. Individual teleworkers and the organizations using them are questioned to assess whether rural teleworking is proving as advantageous in practice as it is thought to be in theory. Its conclusions suggest that teleworking may not yet be the solution to the many rural problems such as unemployment and depopulation and that businesses and local authorities still need to develop their policies and strategies to allow this type of working to reach its potential.
