The informal sector in India has consolidated its position in the economy instead of fading away with time. It has taken up the challenges of the new economic dispension with vigorous competitiveness and amazing adaptation & enthusiasm. However, low labour productivity is one of the serious problems related to this sector. It is argued that technological upgradation is likely to solve this problem substantially. This paper attempts to identify the areas within the informal manufacturing sector where such technological upgradation would be fruitful. Several segments and activity groups are identified as Target groups both at the National and Regional level. Associated policies should address availability of proper technology, resource needs for technological upgradation and promoting formal-informal linkages.

World trade has expanded significantly in recent years, making a major contribution to global growth. Economic growth has not led to a corresponding improvement in working conditions and living standards for many workers. In developing countries, job creation has largely taken place in the informal economy, where around 60 per cent of workers are employed. Most of the workers in the informal economy have almost no job security, low incomes and no social protection, with limited opportunities to benefit from globalization. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. A large and growing informal sector is a major feature of developing countries. This paper analyzes coagglomeration patterns between formal and informal manufacturing enterprises in India. It studies (a) the causes underlying these patterns and (b) the positive externalities, if any, on the entry of new firms. The analysis finds that buyer-supplier and technology linkages explain much of formal-informal coagglomeration. Also, within-industry coagglomeration matters mostly to small- and medium-sized formal firm births. Traditional measures of agglomeration remain important in explaining new industrial activity, whether in the formal or the informal sector.
