The financial services sector in the United States is experiencing an era of rapid innovation. These changes are fueled by the rapid improvements in the two technologies - data processing and telecommunications - that are at the heart of financial services. The financial services sector is also one of the most heavily regulated sectors in the U.S. Economy - despite two decades of widespread deregulation. Though technological improvements and innovations are almost always healthy and beneficial for an economy, they can place serious strains on the incumbents in a particular industry or sector on which they are focused, and they may create challenges for public policy, especially in a heavily regulated industry. This has certainly been true for financial services. Further, the heavy overlay of government regulation on the financial services sector has certainly influenced the course of financial innovation and, in turn, been influenced by it. This paper will provide an overview of these interactions between financial innovation and financial regulation. Regulation clearly can be a hindrance to innovation; sometimes it may be a spur to innovation. And actual or prospective innovation may, in turn, be an important precursor to subsequent regulation. The social welfare consequence of these complex interactions, and the implications for the development of public policy, are themselves a challenge to disentangle; but an understanding of the processes of innovation and of regulation can clarify the interactions and thus help to structure the public policy debate.

This volume explores how digitalization—in different forms—affects the welfare state. Digitalization is likely to have a lasting impact on work, welfare, and the distribution of income. It will radically transform not only social risks in health, education and the labour market, but also the means by which these risks are addressed. The volume studies how digitalization affects policies as well as the underlying power relationship between actors, i.e. the politics of the welfare state. The volume brings together internationally renowned welfare-state scholars to identify - the socio-economic challenges that result from rapid technological change; - the ensuing political conflicts and struggles in the domain of welfare state reform broadly defined; - how these changes challenge and shape existing labour market and welfare state arrangements. This book contends that various forms of regulation have costs as well as benefits and it examines the impact of government regulation on the innovativeness of ’monopolies’ - in this book meaning firms with the power to affect market price. The government regulation analyzed in this case is limited to rate-of-return regulation. Using theoretical models such as the Averch-Johnson model and a two-stage Nash equilibrium model, this volume examines whether regulated monopolies engage in more or less technological innovation than unregulated monopolies. Furthermore, if the unregulated (or less regulated) monopolies do engage in more research and development than regulated ones, it questions whether social welfare would be greater with the former. Using a case study of ten privately-owned electric utilities in the State of Texas, USA, it then tests out the general propositions brought forward by the theoretical modelling and finally makes its conclusions taking into consideration both theoretical and empirical findings.
