This document provides the supporting material for Volume 1. It does not contain recommendations and findings, nor does it represent the consensus opinion of the Task Force. Volume I is a result of finding new ways to make rapidly deployable forces much more effective than they are today. The report indicates that substantial, possibly revolutionary, improvements in the effectiveness of rapidly deployable forces are feasible. The concepts in the report can be refined, tested and evolved into fielded capabilities over the next two decades. The essence of this new expeditionary force is an ability to mass fire rather than forces. It relies on an ensemble of remote weapons effective against all types of targets; an extensive suite of sensors, information processors and information warfare capabilities to provide situation understanding dominance; a ground force comprised of light agile combat cells that offer few targets for the enemy; a precision logistics capacity that provides the right stuff at the right place at the right time; and a robust information infrastructure that ties this distributed force together. Volume 1 describes potential ways to achieve these capabilities as well as meet other challenges including command, force insertion and training.

Unless the U.S. is able to enhance the effectiveness of the military forces that it can very rapidly bring to bear in overseas crises it will have diminishing ability to influence events and protect its interests and commitments in the 21st century. The reasons are spelled out in the 1995 DSB summer study which posited 21st century regional adversaries with the motives to accomplish their military goals quickly and the means to disrupt and delay U.S. Desert Shield-type military deployments to their neighborhood. Rapid and effective application of U.S. military force can prevent bad situations from becoming much worse and a demonstrated capability may help dissuade aggression in the first place. This 1996 DSB Summer Study on Tactics and Technology for 21st Century Military Superiority was tasked to identify to make rapidly deployable forces more potent. Based on its analysis, this Task Force believes that substantial, possibly revolutionary, enhancements of the effectiveness of rapidly deployable military forces are feasible. We believe that the concepts we explored in this study can be refined tested, modified shaped and evolved into fielded capabilities over the next 10-20 years. The Task Force believes that the technology can be brought to necessary maturity to enable new CONOPS and tactics during this time within reasonable resource expenditures.

This report provides three policy recommendations, based on the overarching theme of more closely integrating DoD with industry. The Sub-Panel believes that improved integration with industry is the critical element that will enable the acquisition system to perform better, faster, and cheaper in support of the warfighter. The recommended policy initiatives are that DoD should: 1. Restructure its Research, Development, Test, and Evaluation (RDT & E) organizations and associated workforce to enable the Department to make better use of the capabilities of industry and other government agencies, to concentrate in-house capabilities in areas where there is no external capability, and to eliminate duplicative capabilities. 2 Expand the use of price-based forms of contracting to reduce the cost of doing business with Department of Defense (DoD) for existing Defense contractors and to give DoD access the segments of industry that currently choose not to do business with the Department because of the costs and complexities associated with cost-based contracts. 3. Expand the oursourcing of sustainment activities to eliminate duplicative capabilities between DoD and industry, to enable the Department to capitalize on industry's advancements in applying technology to these functions, and to provide better support to the user.
