In this volume, Professor Colin Gray develops and applies the theory and scholarship on the allegedly historical practice of the 'Revolution in Military Affairs' (RMA), in order to improve our comprehension of how and why strategy 'works'. The author explores the RMA hypothesis both theoretically and historically. The book argues that the conduct of an RMA has to be examined as a form of strategic behaviour, which means that, of necessity, it must "work" as strategy works. The great RMA debate of the 1990s is reviewed empathetically, though sceptically, by the author, with every major school of thought allowed its day in court. The author presents three historical RMAs as case studies for his argument: those arguably revealed in the wars of the French Revolution and Napoleon; in World War I; and in the nuclear age. Strategy and Defence Planning: Meeting the Challenge of Uncertainty explores and examines why and how security communities prepare purposefully for their future defence. The author explains that defence planning is the product of interplay among political process, historical experience, and the logic of strategy. The theory of strategy best reveals both the nature and the working of defence planning. Political 'ends', strategic 'ways', and military 'means' all fed by reigning, if not always recognized, assumptions, organize the subject well with a template that can serve any time, place, and circumstance. The book is designed to help understanding of what can appear to be a forbiddingly complex as well as technical subject. A good part of the problem for officials charged with defence planning duties is expressed in the second part of the book's title. The real difficulty, which rarely is admitted by those tasked with defence planning duty, is that defence planning can only be guesswork. But, because defence preparation is always expensive, not untypically is politically unpopular, yet obviously can be supremely important, claims to knowledge about the truly unknowable persist. In truth, we cannot do defence planning competently, because our ignorance of the future precludes understanding of what our society will be shown by future events to need. The challenge faced by the author was to identify ways in which our problems with the inability to know the future in any detail in advance-the laws of nature, in other words-may best be met and mitigated. Professor Gray argues that our understanding of human nature, of politics, and of strategic history, does allow us to make prudent choices in defence planning that hopefully will prove 'good enough'.

Policy analysis, as a practical matter, is hardly new. Throughout history, rulers have sought advice from priests or sages, and monarchs have conferred with counselors. The emergence of empirical social research in the nineteenth century laid the groundwork for policy advice that was more than an idiosyncratic political exercise, but it was not until well into this century that the systematic examination of policy issues became feasible. Advice and Consent traces the recent course of the "policy sciences," a term coined in 1951 to describe an analytic approach that draws on political science, sociology, law, economics, psychology, and operations research to examine specific social problems in context. Peter deLeon's unique contribution is to delineate two separate but related currents in the development of the policy sciences: first, the evolution of intellectual tools for analysis ("advice"); and second, the evolution of a perceived need for policy research as prompted by events such as the war on poverty ("consent").
