The SBlRS architecture will consist of four satellites located in Geostationary Earth Orbit, two satellites orbiting in Highly Elliptical Orbits, and a constellation of greater than 20 satellites in Low Earth Orbit to provide global coverage in support of the SBIRS missions. The SBIRS missions include enemy missile warning, missile defense, technical intelligence, and battle space characterization. The SBIRS High Program will provide an enhanced follow-on capability to the current Defense Support Program system using state-of-the-art: highly flexible, tasking infrared sensor technology to combat emerging threats. This technology will allow the SBIRS to detect and track shorter-range missiles with greater accuracy. The benefit to the warfighter will be improved missile launch point and impact point predictions in support of offensive and defensive operations, and reduced impact and disruption to the fighting readiness of deployed forces.

A number of different missile warning, defense, and battlespace characterization systems are currently in use by the Department of Defense (DoD) and other national users. These systems include the Defense Support Program (DSP), Large Processing Station (LPS), Attack and Launch Early Reporting to Theater (ALERT), Tactical Detection and Reporting (TACDAR), and Joint Tactical Ground Station (JTAGS). The DoD proposes to integrate and ultimately replace these systems with the Space Based Infrared System (SBIRS). SBIRS would be the sole national and DoD overhead nonimaging infrared satellite system. A new Mission Control Station (MCS) is needed to consolidate current DSP operations. With this consolidation, the current high costs of DSP operations and its dependence on overseas processing stations can be reduced. Construction would begin in fiscal year 1997. The construction and operation of the MCS requires an Environmental Assessment (EA). This EA will assist Air Force decisionmakers in determining a site location by analyzing the environmental impacts associated with the construction and initial operation of the MCS. The decision is whether to construct the MCS at Buckley Air National Guard Base, Colorado (proposed action); reconfigure a portion of the National Test Facility (NTF) at Falcon Air Force Base, Colorado, to accommodate the MCS (alternative action); or take no action. This EA evaluated the environmental effects on the following resources: air quality, water resources, transportation, socioeconomics, water quality, solid waste, hazardous materials/waste management, pollution prevention, utilities, land use, noise, cultural resources, biological resources, geological resources, and health and safety. This EA concludes that construction of the SBIRS MCS will not have a significant environmental impact on either location, and an environmental impact statement is not required. The United States needs to procure a consolidated, cost-effective, flexible system that will meet the Nation's infrared space surveillance needs through the next two to three decades. The system must fulfill four broad mission areas: missile warning, missile defense, technical intelligence, and battlespace characterization. This overview Environmental Assessment (EA) identifies, describes, and evaluates the potential environmental impacts that could result from implementing the Space Based Infrared System (SBIRS) High Component, which is the development and testing of satellites for the geosynchronous orbit, development and testing of infrared sensors for the highly elliptical orbit, design and testing of antennas for the overall SBIRS program, and Atlas IIAS or Evolved Expendable Launch Vehicle (EELV) operations at Cape Canaveral Air Station, Florida. The major impacts that were assessed were as follows: global impacts, which consist of launch vehicle impacts to the stratospheric ozone layer from rocket exhaust and deorbiting debris; and local impacts, which consist of launch clouds from the launch vehicles that will contain hydrochloric acid and aluminum oxide, electromagnetic radiation from antennas, and local spills from prelaunch activities. The EA evaluated how the Geosynchronous Earth Orbit Satellites and the launch vehicles would affect air quality, water resources, the water supply, cultural resources, biological resources, threatened and endangered species, and stratospheric ozone, and whether their use would result in environmental problems due to the creation of solid waste, hazardous materials, hazardous waste, nonionizing radiation, and noise. The EA also assessed how the SBIRS program would affect the environment of Cape Canaveral Air Station. The conclusion reached by this EA is that the SBIRS program will not produce significant environmental impacts, and an environmental impact statement is not required. The proliferation of counterspace weapons across the globe often calls into question what can be done to best protect satellites from attack. This analysis from the CSIS Aerospace Security Project addresses different methods and technologies that can be used by the United States government, and others, to deter adversaries from attack. A wide range of active and passive defenses are available to protect space systems and the ground infrastructure they depend upon from different types of threats. This report captures a range of active and passive defenses that are theoretically possible and discusses the advantages and limitations of each. Pursuant to the National Environmental Policy Act, the Council on Environmental Quality regulations implementing the Act (40 CFR 1500-1508), Department of Defense (DOD) Directive 6050.1, DOD Instruction 5000.2, and Air Force Instruction 32-7061, which implements these regulations in the Environmental Impact Analysis Process (EIAP), Air Force Regulation 19-9 regarding interagency coordination, and other applicable federal and local regulations, the United States Air Force has conducted an assessment of the potential environmental consequences of the processing for launch of six Defense Satellite Communications System III (DSCS III) satellites with Integrated Apogee Boost System (IABS). The no action alternative was also considered. This Finding of No Significant Impact (FONSI) summarizes the results of the evaluation. Proposed Action and Alternatives: The Air Force proposes to process six DSCS 111/IABS satellites for launch at Cape Canaveral Air Station (AS), Florida, during the time frame from 1995 through 2003. The satellites will be operated on-orbit for approximately 10 years until their end of life. The no-action alternative would be continued reliance on the existing on-orbit DSCS satellites with no replenishment until the operational life of the existing satellites is ended. Anticipated Environmental Effects: The environmental assessment evaluated the environmental impacts of the satellite system with regard to transportation, processing, operation, and disposal. Impacts associated with the launch vehicle have been previously assessed in an environ- mental assessment dated February 1989 for the Medium Launch Vehicle II progrnm that resulted in a FONSI.
