This paper discusses steps taken by the Defense Technical Information Center (DTIC) to strengthen small business participation in DoD extramural R & D, indicates a need for explicit attention to information transfer requirements by R & D contract administrators and concludes with a suggestion to the DoD contract administration community. Many factors impede small business efforts to do R & D business with the federal government. These run the gamut from federal procurement policies, regulations, and procedures; beliefs, biases, and practices of federal R & D people and their management systems; and the formidable advantages of bigness in the federal marketplace. Information transfer issues exacerbate the impacts of all the above and further reduce small business capabilities to compete for and to perform federal agency-- particularly DoD--R & D projects. The studies and testimony leading to the Small Business Innovation Development Act of 1982 indicated a need for change in federal agency approaches to R & D contracting. DTIC's approach has been to mitigate the impacts of information transfer barriers on small R & D firm efforts to do business with DoD. (Author).

The SBIR program allocates 2.5 percent of 11 federal agencies' extramural R&D budgets to fund R&D projects by small businesses, providing approximately $2 billion annually in competitive awards. At the request of Congress, the National Academies conducted a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. Drawing substantially on new data collection, this book examines the SBIR program at the Department of Defense and makes recommendations for improvements. Separate reports will assess the SBIR program at NSF, NIH, DOE, and NASA, respectively, along with a comprehensive report on the entire program.

In 1982, Congress enacted and the President signed the 'Small Business Innovation Development Act of 1982' (Public Law 97-219), which created the Small Business Innovation Research (SBIR) Program to give small, high- technology firms a greater share of the federally-funded research and development contract awards. Under the SBIR Program, each federal agency with an extramural budget for research or research and development in excess of $100 million per fiscal year must establish an SBIR Program. The program is funded by setting aside 1.25 percent of the participating agency's extramural R and R and D contracting dollars. The agencies participating in the Department of Defense SBIR Program are the Army, Navy, Air Force, Defense Advanced Research Projects Agency (DARPA), Defense Nuclear Agency (DNA), and Strategic Defense Initiative Organization (SDIO). The objectives of the DoD SBIR Program include stimulating technological innovation in the private sector, strengthening the role of the small business in meeting DoD research and development needs, encouraging participation by minority and disadvantage persons in technological innovation, and increasing the commercial application of DoD-supported research or research and development. The SBIR Program consists of three distinct phases. Under Phase I, DoD components make awards to small business, typically of up to one man-year of effort over a period of six months, subject to negotiation. Phase I is to determine, insofar as possible, the scientific or technical merit and feasibility of ideas or concepts submitted in response to SBIR topics.

Created in 1982 through the Small Business Innovation Development Act, the Small Business Innovation Research (SBIR) program remains the nation's single largest innovation program for small business. The SBIR program offers competitive awards to support the development and commercialization of innovative technologies by small private-sector businesses. At the same time, the program provides government agencies with technical and scientific solutions that address their different missions. SBIR at the Department of Defense considers ways that the Department of Defense SBIR program could work better in addressing the congressional objectives for the SBIR program to stimulate technological innovation, use small businesses to meet federal research and development (R & D) needs, foster and encourage the participation of socially and economically disadvantaged small businesses, and increase the private sector commercialization of innovations derived from federal R&D. An earlier report, An Assessment of the Small Business Innovation Research Program at the Department of Defense, studied how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. This report builds on the previous one, with a revised survey of SBIR companies. SBIR at the Department of Defense revisits some case studies from the 2009 study and develops new ones, and interviews agency managers and other stakeholders to provide a second snapshot of the program's progress toward achieving its legislative goals.

The Small Business Innovative Research (SBIR) program enables small businesses to participate in DoD-sponsored research and development. The program reaches a variety of small businesses from one person working independently to established companies with several hundred employees. Participants like the program and are enthusiastic about continues participation. As a result of the SBIR program, new products and processes are being introduced into the DoD inventory. Many of the products have commercial applications as well. DoD's SBIR program is a congressionally mandated program wherein a small percentage of its R & D awards are set aside exclusively for small businesses. Its objectives are to stimulate technological innovation in the private sector, to strength the role of small business in meeting DoD research and development needs, to foster and encourage participation by minority and disadvantaged persons in technological innovation, and to increase the commercial application of DoD-supported research and development results.
