This book analyses different aspects of science and technology policy in South East Europe (SEE). Some of these countries, particularly the ones facing political and economic crises, are still not integrated into the international community. Furthermore, their scientific communities have not been able to seize the opportunities offered to them on the international level. This has often been the consequence of the fact that R&D is not supported by efficient science policies. In addition, many of the SEE countries have not been able to develop modern management approaches in science. As a result, national scientific communities often do not have the support and information that they need to become integral and active players in the international arena. Without modern management strategies, these countries will not be able to use all of their intellectual and other resources, which are an essential part of economic development. This volume provides a comprehensive overview of S&T policies in SEE countries for the first time and brings these countries into comparative perspective with Central European and other EU countries. In addition, the volume contains analysis of several important science policy issues (human resource management, management of quality and finance, peer review and networking); in this respect, the volume will be of interest to a wider audience interested in S&T policy-making in general.

This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. The Southeast Europe and Black Sea region presents fertile terrain for examining recent international migration trends. The contributions to this book cover a range of examples, from Ukraine and Moldova in the north, to Greece and Albania in the south. By intersecting the three key concepts of migration, transnationalism and development, they offer new insights based on original empirical research. A wide range of types of migration can be observed in this region: large-scale emigration in many countries, recent mass immigration in the case of Greece, return migration, internal migration, internal and external forced migration, irregular migration, brain drain etc. These migratory phenomena occur within the context of EU migration policies and EU accession for some countries. Yet within this shifting migration landscape of migrant stocks and flows, the fundamental economic geography of different wealth levels and work opportunities is what drives most migration, now as in the past. This book was previously published as a special issue of Southeast European and Black Sea Studies.
