Every year, humans kill more than 70 million sharks. Arguably the most devastating practice to shark populations is shark finning, the process by which sharks are caught, their fins cut off, and the carcass thrown back in the ocean dead or dying. A delicacy in China and other Asian countries, shark fin soup is an expensive dish and the primary commercial motivation for shark finning. The disproportionate value of this small part of the shark's body places many shark species in danger of extinction. The decline in shark populations has already demonstrated dire consequences for our oceans' ecosystems. The United States should take measures to control and slow the shark fin trade, and allow shark populations to recover. State and federal laws that prohibit shark finning and the shark fin trade are already in place in the United States and the trend toward a nationwide ban on shark fins is growing. However, more can be done. The U.S. could take measures that would have greater international impact than the current national laws. Such measures could have international trade consequences and present conflicts with World Trade Organization (WTO) rules. Such conflicts should be anticipated when taking national action against the shark fin trade in order to avoid disputes before the WTO. Because of the danger shark finning poses to shark populations, several shark species need to be listed under CITES. This is a necessary step in the direction of global shark conservation.
