The U.S. strategic goals remain that Afghanistan is: (1) a reliable, stable ally in the War on Terror; (2) moderate and democratic, with a thriving private sector economy; (3) capable of governing its territory and borders; and (4) respectful of the rights of all its citizens. Achieving these goals requires the application of a whole-of-government approach, along multiple lines of operation, including security, governance, and development. This report describes both the progress we are making in achieving our national objectives, and the challenges we continue to face.

Political stability has been a central theme of policy for all governments and political systems in the history of modern Afghanistan. Since its inception in the mid-nineteenth century, the country experimented with a diverse succession of political systems and state ideologies matched by few other countries' political histories. In the span of less than nine decades since independence in 1919, the Afghan state was substantially restructured at least a dozen times. This volume looks at Afghanistan's historic relations with Central and South Asia, ethno-nationalism and development, Soviet occupation and transformation of relations with Pakistan, stability of the Islamic State and regional cooperation. It examines how Afghanistan's different political systems reformed and readjusted policies to make them more conducive to political stability. Yet political stability, at best, has remained a dream unrealized in Afghanistan.

By the middle of 2007, Afghans had become increasingly disillusioned with a state-building process that had failed to deliver the peace dividend that they were promised. For many Afghans, the most noticeable change in their lives since the fall of the Taliban has been an acute deterioration in security conditions. Whether it is predatory warlords, the Taliban-led insurgency, the burgeoning narcotics trade or general criminality, the threats to the security and stability of Afghanistan are manifold. The response to those threats, both in terms of the international military intervention and the donor-supported process to rebuild the security architecture of the Afghan state, known as security-sector reform (SSR), has been largely insufficient to address the task at hand. NATO has struggled to find the troops and equipment it requires to complete its Afghan mission and the SSR process, from its outset, has been severely under-resourced and poorly directed. Compounding these problems, rampant corruption and factionalism in the Afghan government, particularly in the security institutions, have served as major impediments to reform and a driver of insecurity. This paper charts the evolution of the security environment in Afghanistan since the fall of the Taliban, assessing both the causes of insecurity and the responses to them. Through this analysis, it offers some suggestions on how to tackle Afghanistan’s growing security crisis.

The introduction of additional advisors and enablers in 2018 stabilized the situation, slowing the momentum of a Taliban march that had capitalized on U.S. drawdowns between 2011 and 2016. The Afghan National Defense and Security Forces (ANDSF) remain in control of most of Afghanistan's population centers and all of the provincial capitals, while the Taliban control large portions of Afghanistan's rural areas, and continue to attack poorly defended government checkpoints and rural district centers. The ANDSF have continued to excel in offensive operations; the bulk of their casualties have come in defense of isolated checkpoints, command posts, and bases. The ANDSF, with U.S. and coalition support, have limited new Taliban territorial gains and quickly regained control of population centers when attacked.
